About this file
This is a draft Request for Proposal (RFP) for National Prescription Eyeglass Manufacturing Services for the Department of Veterans Affairs (VA). The solicitation is a 100% set-aside for SBA certified service-disabled veteran-owned small businesses (SDVOSB) and will establish multiple indefinite-delivery/indefinite-quantity (ID/IQ) contracts covering the entire nation. The contract will have a ten-year performance period, consisting of a five-year base period and one five-year option period.
The VA seeks a contractor to provide prescription eyeglass manufacturing services for eligible veterans across all VA Medical Centers, including CONUS and OCONUS locations. The contractor will fabricate eyeglasses strictly in conformance with prescriptions provided by VA clinic teams, with specific requirements including various lens types (single vision, bifocal, trifocal, progressive), frame styles, and materials. Contractors are prohibited from providing optician services or engaging in patient consultations. Potential offerors must meet Nonmanufacturer Rule requirements and are advised to submit questions or comments by 4:30 PM EST on July 18, 2025. The primary points of contact are Jeremy J. Boston (Contract Specialist) and Jeremy J. Parker (Contracting Officer).

1.2. CONTRACT TYPE

1.3. PERIOD OF PERFORMANCE
The contract performance period is for ten-years. VA will allow the new contractors, up to 60 calendar days after the contract award for the new contractor to ramp up or transition in. Once a contract is awarded and the actual transition time needed is known, VA will issue a contract modification, revising the contract's periods of performance.

Authorization for Eyeglasses, to place orders with the Contractor.
2.4.4. QUALITY CONTROL & FINAL INSPECTION CHECK: The Contractor must have robust internal quality control and final inspection processes in place that are routinely monitored and ensure only quality eyeglasses are shipped. The contractor must ensure that the final inspection is completed by staff empowered to make all adjustments, perform corrections, or require a remake before shipping the glasses to ensure all requirements are met. Each pair of eyeglasses will have a notation on the packing slip that accompanies each shipped pair of eyeglasses. It will be initialed by the final inspector, noting that the eyeglasses received a final quality inspection. The final inspector will complete a checklist in the computer system that will enable tracking of who inspected the glasses, the date of inspection, and the patient.
