About this file
This document outlines relevancy rating definitions for past performance references for an aviation training systems contract. Very Relevant past performance references must pertain to design, build, test and delivery of classified and unclassified aviation training systems, and modifications or upgrades involving at least 10 of 13 listed activities with a contract value of $20-37 million. Relevant references must pertain to design, build, test and delivery of classified and unclassified military training systems or modifications/upgrades involving at least 7 of 13 listed activities and a value of $3-20 million. Not Relevant references fall outside the Very Relevant and Relevant definitions or involve entities without the proposed role and responsibility in the solicitation. The related federal contract opportunity provides the revised draft relevancy rating definitions for industry review and comment as part of the MH-60 R/S System Concurrency and Air Wing Integration solicitation from the Department of the Navy Naval Air Systems Command.

B. PAST PERFORMANCE RATINGS
1. PAST PERFORMANCE RELEVANCY
Past Performance Relevancy: Offerors are advised that each relevant past performance reference may not be treated equally in determining the overall Past Performance Confidence Assessment. The totality of relevant past performance records will be the predictor of future success and influence on the Past Performance Confidence Assessment. The Government will assign each past performance contract reference one of the following relevancy ratings:
RELEVANCY RATINGS
Rating
Description
Very Relevant
Very Relevant: For the purposes of meeting the definition of a Very Relevant contract, the following Scope, Complexity, and Magnitude must be satisfied.
Scope: A contract reference that pertains to:
1. Design, build, test and deliver classified and unclassified aviation training systems and perform modifications/upgrades to existing aviation training systems with associated technical data and information.
Complexity: A contract reference must contain either a OR b AND c & d for the following complexity ratings:
1. Perform at least 10 of the 13 modifications and upgrades to aviation training systems listed in this paragraph to include incorporation of aircraft Engineering Change Proposals (ECPs), System Configuration Set (SCS) updates, fidelity improvements, operating system upgrades, mission fidelity improvements, motion system enhancements, visual display enhancements, Virtual Reality (VR) upgrades, Augmented Reality (AR) upgrades, training systems technology refresh, cybersecurity, concurrency, and simulation modeling enhancements; OR
1. Design, build, test, and deliver new aviation training systems to include full motion modeling and simulation; AND
1. Performing cybersecurity sustainment for classified trainers, maintenance of software configuration of an existing system, and configuration management of existing documentation; AND
1. Providing logistics support, comprised of provisioned item order procurement, support equipment, technical manual updates, Interim Contractor Support (ICS), and on-site training for unclassified and classified aviation training systems.
Magnitude: The magnitude threshold for a past/present performance reference is approximately from $20M up to $37M.

Not Relevant
A "Not Relevant" contract falls outside the boundaries of the Very Relevant and Relevant descriptions above. Not Relevant contracts will also consist of:
1. Contracts from an entity that does not have a defined role and responsibility identified in Attachment L-2 Offeror Summary Table (OST-1);
1. Contracts from an entity that does not have any work that matches the entity’s proposed role and responsibility identified in Attachment L-2 Offeror Summary Table (OST-1);
1. Contracts from any entity that is not a prime contractor, JV, JV Team Member, or principal subcontractor;
1. Contracts from a different physical location (e.g., with different CAGE code/DUNS) than the entity proposed in Attachment L-2 Offeror Summary Table (OST-1).
