Statement of Work Summary

This Statement of Work outlines the furnishing and installation of a complete diesel standby generator system for the Tooele Air Center. The facility requires a 60-kW diesel generator with an Automatic Transfer Switch (ATS) to provide backup power, based on a recorded peak demand of 370 kWh per day in August 2025. The contractor must verify load calculations, provide equipment specifications, construct a reinforced concrete pad at the designated location, install the generator and ATS at the site with connections to existing conduits, and oversee system startup, testing, and operator training. The generator must include an enclosure and fuel tank with a minimum 8-hour runtime capability. The ATS must be outdoor-rated and properly sized for the generator. All work must comply with applicable codes and standards.

The period of performance is 45 days from award. Engineering and drafting work will be performed at the contractor's facilities, while installation and testing will occur at the Tooele Air Center. Required deliverables include a Load Verification Memo, Generator Specification Package, ATS Specification Package, Installation Notes and One-Line Diagram, Pad Plan/As-Built Sketch, Bid Tabulation and Recommendation Memo, and Startup and Testing Report with Training Materials. The facility blueprint indicates a future generator location with provisions for a 36"×48" in-grade box for the ATS, coiled with 10 feet of cable for future termination.

STATEMENT OF WORK

Diesel Standby Generator – Tooele Air Center

1.0 Background

The Tooele Air Center requires a reliable source of standby power. Based on peak demand measured in August at, the facility needs a 60-kW diesel generator with an Automatic Transfer Switch (ATS). The facility’s electrical system already includes provisions installed during construction to receive the generator and ATS. A new concrete pad will be poured at the designated location shown on the facility blueprint.

2.0 Scope

The Contractor shall furnish and install a complete diesel standby generator system with an automatic transfer switch (ATS). The work includes verifying load calculations, providing equipment specifications, constructing the required concrete pad, installing the generator and ATS at the prepared site, and supporting system startup and testing. The recorded peak demand in August 2025 was 370 kWh per day.

3.0 Objectives

• Deliver and install a 60-kW diesel generator sized for peak demand plus margin.

• Provide a compatible ATS to ensure reliable power transfer during outages.

• Construct a concrete pad at the designated generator location.

• Ensure the system complies with all applicable codes and standards.

• Oversee startup, testing, and operator training.

4.0 Tasks

• Load Verification Confirm peak demand from utility data and ensure the generator size is appropriate.

Deliverable: Load Verification Memo.

• Generator Specification Provide specifications for a 60-kW diesel generator with enclosure, fuel tank (minimum 8 hour runtime), and accessories.

Deliverable: Generator Specification Package.

• ATS Specification Provide specifications for an outdoor-rated Automatic Transfer Switch (ATS) sized for the generator.

Deliverable: ATS Specification Package.

DRAFT

• Installation at Prepared Site Install the generator and ATS at the locations already identified in the facility blueprint.

Connect to existing conduits and terminations provided during original construction.

Deliverable: Updated one-line diagram and simple installation notes.

• Concrete Pad Construction Pour and finish a reinforced concrete pad at the designated generator location, sized to fit the generator base and allow for proper anchoring.

Deliverable: Pad Plan/As-Built Sketch.

• Startup and Testing Oversee generator startup, load bank testing, and ATS transfer testing. Provide operator training.

Deliverable: Startup and Testing Report & Training Materials.

Future Generator Location

Sheet Keynotes S8: Future automatic transfer switch location. To be used with temporary generator connection. 4 pole open transition, outdoor rated. Provide 36”X48” in-grade box here and coil 10 ft of cable. This will allow enough slack to terminate the future transfer switch when it is installed.

Dashed line indicates generator location
