About this file
This Statement of Work outlines FEMA's Multi-Family Lease and Repair (MLR) program requirements for Hurricane Helene disaster relief in Georgia (DR-4830-GA). The program aims to provide temporary housing for individuals and households displaced by Hurricane Helene through improvements to existing multifamily rental properties within 30-60 minutes commuting distance of affected areas.
The SOW specifies a base period of 12 months with one 2-month option period. Each work order must be completed within 60 days of MLR execution. The estimated ceiling is $40,000 per unit for repair reimbursements, with additional FEMA approval required for costs exceeding this amount. Key requirements include property inspections by FEMA Housing Inspection Services, documentation submission within 7 days of property leasing, and completion documentation within 14 days. Properties in floodways, Coastal High Hazard Areas, or Coastal Barrier Resource Units are ineligible. All repairs must comply with local building codes and environmental/historic preservation regulations. The state will assist with community outreach and identifying local flood plain administrators and building code enforcement contacts.

FEMA will determine the applicant eligibility for MLR. The property is to have sustained significant damage caused by Hurricane Helene, where the urgent need for housing requires the provision of direct housing assistance to eligible survivors under Section 408 of the Robert T.
