SOLICITATION INFORMATION
Introduction The Colorado Attorney General’s Office seeks a qualified vendor to design and produce a comprehensive, asynchronous virtual training curriculum to support statewide implementation of the Domestic Violence Lethality Assessment Protocol (DVLAP). The selected vendor will develop three asynchronous, virtual courses: (1) a foundational course for law enforcement personnel on the dynamics and risk factors of domestic violence lethality; (2) an operational course for law enforcement personnel detailing when and how to administer the Lethality Assessment Protocol with fidelity, including required referral procedures; and (3) a course for domestic violence advocates and community partners clarifying their role in the LAP process. The curriculum must incorporate adult learning principles, scenario-based instruction, and high-quality video production, and be designed for scalable, statewide delivery through a learning management system that will be provided by the State.
Background, Overview and Goals Background.
The Colorado Attorney General’s Office has received a federal grant to support the statewide implementation of DVLAP and associated trainings.
The Lethality Assessment Protocol (LAP) is an evidence-based, 11-question screening tool designed to identify victims of intimate partner violence who are at high risk of homicide. When administered properly, LAP not only identifies high-risk victims but also requires an immediate referral—commonly referred to as a “warm handoff”—to a confidential community-based advocate. Research demonstrates that structured lethality assessment tools, combined with immediate advocacy connection, are among the most effective interventions currently available to reduce intimate partner homicide. The effectiveness of LAP, however, depends on accurate administration, script fidelity, proper scoring, and meaningful collaboration between law enforcement and community-based victim advocacy organizations.
Colorado’s agencies vary widely in size, geography, staffing, and training capacity. As a result, there is a need for a standardized, high-quality curriculum that establishes a shared understanding of domestic violence lethality, explains the purpose and mechanics of LAP, and provides practical guidance for consistent implementation statewide.
Overview This project seeks to develop a comprehensive, asynchronous virtual training curriculum that supports both statutory compliance and effective implementation of DVLAP. The curriculum will consist of three core courses: (1) a foundational course for law enforcement personnel on the dynamics and risk factors of domestic violence lethality; (2) a technical course for law enforcement personnel detailing when and how to administer LAP with fidelity; and (3) a course for domestic violence advocates and community partners modeled off the technical course for law enforcement on LAP.
The foundational domestic violence lethality curriculum to be developed by the selected Offeror is intended to establish the context for LAP. It will articulate the empirical research on domestic violence homicide, common lethality indicators, the role of firearms, and the heightened risks associated with separation and escalation. This course provides the “why” for LAP—grounding officers and partners in the reality that lethality risk is identifiable and that LAP is the primary structured tool adopted statewide to mitigate that risk.
The second course will focus on the technical and operational components of LAP. It will provide clear instruction on when LAP must be administered, how to ask the questions with fidelity, how to score the tool accurately, how to exercise officer override appropriately, and how to conduct the required warm handoff to advocacy services. The purpose of this course is to ensure that officers not only understand what LAP is, but how to use it correctly and consistently in practice.
The third course will address the role of domestic violence advocacy organizations and community partners in the LAP process. It will broadly have the same content as the second course but will have some tweaked content for the audience including articulating expectations for responding to high-danger referrals, engaging in safety planning aligned with lethality risk, coordinating with law enforcement, and maintaining confidentiality and victim - centered practices within a statewide framework.
In addition to the core courses, the selected vendor will be required to develop supplementary curriculum materials designed to support implementation in practice. These materials may include written guides, quick-reference documents, fidelity checklists, supervisory guidance tools, and technical assistance resources that agencies can use internally. The curriculum is intended to serve as the foundation of a broader implementation strategy in which the Attorney General’s Office and partner organizations provide ongoing technical assistance and support to agencies across the state.
Goals The overarching goal of this project is to establish a standardized, research-informed training infrastructure that promotes consistent, high-fidelity implementation of the Domestic Violence Lethality Assessment Protocol across Colorado.
The final product must be modular, asynchronous, and designed according to adult learning principles. It should incorporate high quality video interviews with subject matter experts, scenario-based instruction, applied examples, and professional production elements sufficient to ensure engagement and credibility. The curriculum should be durable, scalable, and structured to support future updates as law, policy, or best practices evolve.
Anticipated Term The anticipated term of the Contract or Purchase Order resulting from the award of this solicitation is anticipated to last for one (1) calendar year from the Effective Date. The State reserves the right to extend the Contract for up to four (4) additional months, in compliance with State of Colorado Procurement Code and the anticipated final deadline of federal grant activity. Extensions are considered and executed in the State’s sole discretion.
The State is not responsible for any goods delivered or services performed by the awarded Respondent without a State issued Contract or Purchase Order.

Certification of Independent Price Determination By submitting a Quote, the Respondent certifies that the prices and other terms in the Quote have been arrived at independently without any consultation, communication, agreement with, or knowledge of the contents of the Quote by any other competing Respondent. For purposes of this paragraph, "consultation, communication, agreement with, or knowledge" does not include knowledge of prices or terms gained through availability of established price lists or catalogues made available to the public by the competing Respondents. No attempt has been made or will be made by the Respondent to induce any other person or firm to submit or not to submit a Quote for restricting competition. Submission of Confidential or Proprietary Information
xxii. The State of Colorado is subject to the requirements of §24-72-200.1, C.R.S., et seq., Colorado Open Records Act.
A Respondent may submit, as a part of its Quote, a written request for classification of certain portions of the Quote as a trade secret or other confidential or proprietary information. Material for which the Respondent is requesting confidentiality shall be readily identifiable and separated from other portions of the Quote to facilitate public inspection of the non-confidential portion of the Quote. Commingling of confidential and non-confidential information is not acceptable. Neither price information nor any information that will be included in a resulting Contract or purchase order will be considered confidential.
The Respondent must include the rationale for any request to classify portions as a trade secret or confidential or proprietary, including references to the authority that allows for such treatment.
A complete redacted Quote response should also be included along with an unredacted Quote and confidentiality justification.
In no event shall an entire Quote be classified as confidential. The Procurement Official or his or her designee shall determine if the information identified in the Respondent’s request is exempt from disclosure in accordance with §24-72-204, C.R.S., and shall inform the Respondent in writing of his or her determination. If the Respondent does not agree with the determination, the Respondent may protest the determination in accordance with article 109 of the Colorado Procurement Code and the terms of this solicitation. Respondents are instructed to review the attached draft Contract and submit any proposed modifications or redlines with their Quote. The decision to reject, accept, or further negotiate any requested changes will be at State’s discretion. If a Respondent normally seeks counsel on Contract terms, they are advised to do so before submitting a Quote in response to this solicitation.
In the event that a Respondent’s requested modifications violate State law, regulation, or policy, or would otherwise not be justifiable as being in the best interest of the State, the State may make a determination that a Respondent’s Quote is no longer acceptable and therefore ineligible for award. The section of the Contract identified as the Colorado Special Provisions are considered non-negotiable.

xxiv. The Respondent must disclose in its Quote any potential or actual conflict of interest in connection with a response to this solicitation. A conflict of interest may include, but is not limited to, access to any non-public information by the Respondent regarding the solicitation or its subject matter.
The Respondent acknowledges that even the appearance of a conflict of interest may be harmful to the State’s interests.
