About this file

This is a Request for Documented Quotations (DQ1 2018-0560) issued by the State of Colorado, Department of Natural Resources, Colorado Division of Parks and Wildlife (CPW), seeking competitive bids for pyrotechnic supplies and equipment. The solicitation covers eight commodity categories: 4 boxes of CAW-CAW fuse rope, 15 cases of fuse rope salutes, 210 cases of shell crackers, 200 single-shot 15mm launchers, 150 double-shot 15mm launchers, 24 tins of 6mm blank caps, 100 cases of bird bombs, and 50 cases of 15mm bird whistlers. All items must be delivered to the Wildlife Division-Montrose Game Damage Unit by January 31, 2018. The written inquiry deadline is December 13, 2017 at 3:00 p.m. Mountain Time, with answers posted December 15, 2017, and bids due December 20, 2017 at 3:00 p.m. Mountain Time. Award notification is expected December 21, 2017. The contract award will be made to a single vendor—the lowest bidder capable of supplying all pyrotechnic items meeting specifications—and the contract term is 12 months with prices firm through December 31, 2018, with an option for the State to renew for up to four additional 12-month periods through December 31, 2022.

The bid pricing must include all costs such as delivery, trade-in value, and discounts, with the State bearing no shipping or freight costs. Quantities listed are projected estimates based on five-year data; CPW reserves the option to order quantities up to double the minimum stated amounts in the first contract year. Service Disabled Veteran Owned Small Businesses (SDVOSBs) registered with the Center for Veteran Enterprise may receive a 5 percent bid preference if proper certification documentation is submitted. Resident bidder preferences apply in accordance with preferences offered by the nonresident bidder's home state. Required bid submissions include a pricing sheet, specification verification and delivery sheet, vendor information sheet, warranty documentation, current insurance certificates, and a W-9 form (if not registered on Colorado Vendor Self-Service). Payment occurs following delivery and acceptance by the CPW project manager. If the State renews the contract for additional years, vendors may request rate adjustments up to 30 days prior to each renewal period, not to exceed the lower of the average 12-month Consumer Price Index for the West Urban Region or 5 percent annually.

Term Prices must remain firm for the first 12 months or December 31, 2018. At the State’s option, the State may choose to renew this award for an additional 4, 12 month periods, until December 31, 2022.
