About this file
This is a Request for Documented Quotation (DQ1) issued by the State of Colorado, Department of Natural Resources, on behalf of the Colorado Division of Parks and Wildlife, seeking competitive bids for clothing items for resale. Colorado Parks and Wildlife intends to award a single vendor contract that must supply all items listed in the attached Excel spreadsheet to multiple locations throughout Colorado. The solicitation requires bidders to meet specific art requirements, including screenprint services with minimum order quantities of 48 pieces per design and embroidery services with minimum orders of 12 pieces per design, with pricing that includes up to 5 ink colors for screenprint and up to 7,000 stitches for embroidery. The bid was posted on February 14, 2017, with a written inquiry deadline of February 20, 2017, and bids due by February 27, 2017, at 3:00 PM MST. Bid award was expected by February 28, 2017. The contract term runs for 12 months from March 1, 2017, through February 28, 2018, with an optional 12-month renewal period through February 28, 2019, contingent on 60 days' written notice from the State.
The vendor must be located in the Denver Metro area, provide free UPS shipping, and deliver to 21 specified Colorado Parks and Wildlife locations plus potential future locations. Critical vendor requirements include a design library offering location-specific designs at no additional cost, a maximum turnaround time of 7 days for reorders, 4 weeks for new orders, and 6 weeks for cap and t-shirt combo orders, and a flexible refunds and returns policy. All clothing items must arrive with pre-priced sales tags including UPC/SKU barcoding. The vendor must provide a knowledgeable sales representative to visit each CPW location to assess product selection, art designs, and customer preferences. Pricing must remain firm for the first 12 months, with any rate adjustment in the renewal period not to exceed the average Consumer Price Index for the West Urban Region or 5 percent, whichever is less. Service Disabled Veteran Owned Small Businesses (SDVOSBs) certified by the U.S. Department of Veterans Affairs may receive a 5 percent preference on their bid price. Vendors must submit the completed Excel spreadsheet, a Vendor Information Sheet, and current insurance certificates and W-9 forms by the closing deadline; failure to submit these items will result in a non-responsive bid.
