About this file
This is a Questions & Answers document for solicitation DQ1 2016_0497, issued by an unnamed state or local agency. The solicitation seeks 10,000 spincast rod and reel combo units, with all units required for delivery at one time on February 1, 2015 (later adjusted to March 10, 2016). The rods must be one-piece construction and match specifications based on examples provided in the bid documents. Bidders were required to submit samples of five rod and reel combos with their bids. The bid period was 10 days, with award scheduled for on or before October 30, 2015. One bidder requested flexibility on sample submission, proposing samples be provided within 12 days of request rather than with the initial bid; this request was denied due to the agency's need to evaluate product quality before award determination. The agency ultimately agreed to a March 10 delivery date to accommodate shipping constraints from China and the Chinese New Year closure period, with the understanding that products would ship from China on January 30 and require approximately 30 days ocean transit.
Award determination will be based on the best combination of price and product quality as evaluated by the Angler Outreach Coordinator. Bidders may propose variations in product specifications, such as double-foot metal guides with inserts, provided they maintain high quality standards. Sample rod and reel combos must include both the reel and rod for proper comparison purposes. No pricing terms, set-asides, incumbent information, or funding sources are specified in this Questions & Answers document.

DQ1 2016*0497 Q&A
Questions & Answers:
1. You seek 10,000 units of a rod and reel combo. Do you need all of them delivered
February 1, 2015?
We need all of the rod and reel combos delivered at one time.
2. Do they need to be a spincast rod and reel combo? Is there a spec match that you are currently using?
Yes, they all need to be spincast combos. The pictures in the bid are examples of what we are currently using.
3. Do you want a 2 piece 5'6" medium action rod?
No, We need one piece rods.
4. There are the 10 days of the open bid, when will the bid be awarded?
Per the solicitation documents, the bid should be awarded on or before October 30, 2015.
5. We are requesting the samples clause be changed from:
Samples of 5 Rods & Reels to be submitted with bid.
The above sample request we believe limits competition & favors the most recent last year's suppliers. This is over burdensome to new entrants that have not had the time to prepare samples. Most of the world's rods & reels are produced in Asia & this does not give new entrants the time needed to prepare samples with manufacturers' located in foreign lands 10,000 miles away on a 12 hour time difference from U.S. We request the following sample clause which would be fair to new entrants:
Samples required within 12 days of request for the lowest bidder.
Is this something that can be done?
I do not understand the proposed change to the wording. We need to see the samples before we award the bid. This is how we will determine if the product being offered meets the qualifications we are looking for.
6. Though we would make every attempt to deliver on time, the timing of this leaves us with a shipping issue. With the Feb 1 2016 expected delivery date, and if we were to be awarded the bid, we would not be able to deliver product until March 10, assuming the
DQ1 2016*0497 Q&A
PO was issued by 11/5/15. All rod/reel products come from China, and there’s an issue of Chinese New Year, that eliminates any business being done in the month of February.
Product will be shipped from China on Jan 30 and will be on the ocean for approx. 30 days. We feel this will work in our sources timeframe. Is this something that can be done?
I would be comfortable with a March 10 delivery date. But nothing later. The
February 1 delivery date was used to try and avoid the Chinese New Year.
7. We would place our bid to include double foot metal guides with inserts, and a high quality product. Is this okay?
This would be fine. All bids will be considered with the winning bid having the best combination of price and product quality as determined by the Angler Outreach Coordinator.
8. We can produce the 5 samples however they will be ready approx. Nov 5. We do have a sample in house that has all aspects of the solicitation, except is has double foot metal guides with a metal ring, no insert. Will this work for you?
All samples will need to have the reel as well as the rod for comparison purposes.
