The procurement requests 85 rolls of braided electric rope meeting specific technical specifications including 1,320-foot rolls with a minimum break strength of 1,300 pounds, 1/3 inch diameter, UV-stabilized polyester construction, and a minimum of nine stainless steel or copper conductors with interlocking design and high visibility features. Bids were due October 16, 2014 at 11:00 AM Mountain Standard Time, with delivery required by October 31, 2014 during normal business hours (8:00 AM to 5:00 PM weekdays) to the Colorado Parks and Wildlife Montrose Office at 2300 South Townsend Avenue, Montrose, Colorado 81401. The initial contract award covers Colorado Parks and Wildlife's braided electrical rope needs for Fiscal Year 2015 (July 1, 2014 through June 30, 2015), with the option for the state to renew the agreement with the awarded vendor for up to four additional one-year periods, with all renewal options expiring no later than June 30, 2019.

Pricing must include all freight and shipping costs, which will not be reimbursed separately by the state, and all bids are to be submitted F.O.B. Destination. Prospective vendors were required to be registered on Colorado's Vendor Self-Service system at the time of bid submission. Annual rate adjustments during option years may be permitted based on the All Urban Consumers Consumer Price Index for the West Urban Region, limited to the lesser of the average 12-month percent change or 5 percent, with only one such increase allowed per 12-month period. The state indicated it would conduct a performance review of the awarded vendor's capability and compliance with bid specifications following completion of the 2015 service before determining whether to exercise option years, with renewal quotes to be requested by June 15 of each applicable year.
