Scope of Work South Russell Creek Restoration Project – Phase I
Project Background:
The project is the first phase of a two phase project located on the Russell Lakes State Wildlife Area (RLSWA) which is a mitigation site for the Closed Basin Project and managed by CPW through a MOU agreement. A total of 1,100 acres are included within the total project area which incorporates 3 branches of the historic Russell Creek drainages, wetlands, and associated upland habitat. Primary objectives include increasing the available resources for a majority of the waterfowl listed as priority species through the more efficient use of water resources that are declining and limited in this area of the RLSWA. These proposed improvements will promote efficient water management in the late winter, spring, and early summer in an area that was engineered to impound water for nesting and waterfowl hunting. Unfortunately, the necessary water resources are not available to provide those resources. These improvements will increase available foraging and roosting habitat during the spring and provide significant resources that are extremely limited in the SLV for migrating species prior to the irrigation season in April.
The RLSWA Russell Creek restoration project lies within the historic ephemeral drainages of the Central and South branches of Russell Creek. These drainages were historically fed by Russell Springs, spring snowmelt from the surrounding creeks (Carnero, La Garita, Saguache), and monsoonal rains. Phase I funding for this project in 2015 will allow for restoration of the natural drainage of South Russell Creek through two impoundments covering 400 ac, Unit A and Unit B. Phase II will expand upon Phase I, further restoring flows of the historic South Russell Creek as it flows to connect with Central Russell Creek in three impoundments, Units C, F, and G. Water management capabilities are limited for a number of reasons: 1. The W919#1 Well associated with this area lies to the south, outside of the drainage corridors, and at a lower elevation such that water has to be pushed uphill to reach these historic drainages, and has insufficient flows to flood the units; 2. A wetland project completed in 1999-2000 created 6 large rectangular impoundments utilizing local material - local soils in the area are silty and not suited for the construction of levees, as a result many of the levees are in extremely poor condition; 3.
Water control structures were placed outside of natural drainage pathways, borrows and levees are over-sized and impound water within the borrow instead of across the units, and water control structures are difficult to manipulate; and 4. The North levee that bounds the wetland impoundments prevents Central and South Russell Creeks from accessing their historic drainages. Upon completion of Phase I of the project, a portion of the North levee will be removed so that South Russell Creek will reconnect with its historic drainage in Units A and B.
Approximately a quarter of the northern portion of the levee and ditch separating Units A and B also will be removed to promote sheetflow through the drainage. The remaining three-quarters of that infrastructure will be reconfigured to allow more efficient water movement from north to south and west to east. Water control structures will be placed in appropriate locations to facilitate water flow through the units.
Seasonally flooded short emergent wetlands, wet meadows, and associated upland habitats will provide heterogeneous habitats and resources for all of the game species on the Wetland Program Priority Species List as well as non-game species such as the American bittern, short-eared owl, greater sandhill crane, and bald eagle. Increased health and productivity of habitats within these drainages should help provide more resources for waterfowl, reduce competition, and allow for some increased nesting and production, thereby increasing the waterfowl population early in the waterfowl hunting season. Water resources are limited and may be utilized on only two of the units located south of Units A and B to create open water for waterfowl during hunting seasons.
However, all of the units are open to hunting during the waterfowl season.
The following are services related to the restoration project at the Russell Lakes SWA.
• Levee and ditch removal/reconstruction – approximately 3400 lineal feet of levee/ditch and
16,000 cubic yards of material to be moved/reconstructed
• Road base/fill dirt (4 tons)
• 3 Metal Water control structures
