About this file

This is a Questions and Answers document from the Department of Revenue regarding DOR17017, a competitive solicitation for the printing and delivery of tax booklets. The inquiry responses address technical specifications and historical pricing information for various tax booklet products, including Book 104, Book 104 PTC, Book 112, Book 105, Book 106, and DR21 Severance booklets. The department clarified that all booklets require four-color covers, with Book 104 and Book 104 PTC requiring four-color text pages as well, while other booklets use black ink only for interior pages. Regarding production specifications, the department confirmed that booklets may be produced at an alternate size of 8 3/8" X 10 7/8" instead of the standard 8 1/2" X 11", provided that all artwork remains at 100% of original size to maintain proper registration marks for the imaging system used to scan and align forms.

The previous contract pricing demonstrates significant variation based on delivery method and product type, with quantities measured in thousands of units. Book 104 Individual represented the largest volume, with 56,533 units delivered via dock at $11,388.01 total cost and 88,467 units via UPS at $17,820.79 total cost. Smaller quantities were required for specialized booklets, such as 2,000 units each of Books 112, 105, and 106, and 2,000 units of DR21 Severance materials. The previous contract structure incorporated shipping pricing into unit costs, and the department noted that quantities fluctuated between contract periods, suggesting that pricing should be structured to accommodate potential volume adjustments.

Department of Revenue Questions/Answers for DOR17017/Tax Booklets

This document contains all inquiries submitted by vendors regarding the DQ.

Q1. In description of the job said color is black, on the specs for each individual booklet said cover and text black and two PMS or CMYK, I do not know what is 14, 94, 88, 51 or 22, 51, 11 mean.

We prefer to print all CMYK unless only the covers need PMS colors on all the booklets, the balance of the pages black ink only?

A1. 4 color cover for all books is what we want. Whereas, on the 104 Book and 104PTC a 4 color cover and 4 color text pages.

Q2. Would it be possible for you to provide the previous Bid recap or Purchasing History for this bid.

A2. The previous Documented Quote had shipping pricing built into the unit cost and after the award, the quantity dropped. The pricing below reflects these two differences.

Book Quantity (in thousands) Total Cost

104 Individual Dock Delivery 56.533 $11,388.01 104 Individual UPS 88.467 $17,820.79 104 PTC Dock Delivery 20 $3,757.40

104 PTC UPS 13.5 $2,536.25

104 PTC Standard Carrier 14.5 $2,724.12 112 Corporate Dock Delivery 2 $1,381.30 105 Fiduciary Dock Delivery 2 $1,406.20 106 Partnership Dock Delivery 2 $1,406.12 DR21 Severance 2 $1,257.66

Q3. Could this be produced in a size of 8 3/8" X 10 7/8" rather than 8 1/2" X 11"? This would result in a detached size of 8" X 10 7/8" to 8 1/4" X 10 7/8".

A3. Producing the books at the size of 8 3/8” X 10 7/8” is acceptable. The artwork cannot be shrunk in any way to accommodate the size. The artwork must be at 100% in size as the forms in the books are scanned in an imaging system and use the registration marks to align the forms appropriately in the system.
