About this file

This document is a guidance file from the Colorado Department of Revenue regarding the identification of administrative costs for state and local contract opportunities. The file provides procedural and definitional information to support proper cost allocation and administrative overhead identification in departmental contracting processes. The guidance establishes frameworks for distinguishing between direct project costs and administrative expenses, ensuring accurate budget categorization and compliance with state accounting standards. No specific response dates, bidder meetings, award dates, or contract terms are referenced in this administrative guidance document, as it serves as an internal reference tool rather than a solicitation or contract award notice.

The guidance focuses on cost accounting methodology and the proper classification of expenses within departmental operations. This document does not contain pricing terms, set-asides, incumbent contractor information, or specific funding allocations, as it functions as an administrative handbook to standardize cost identification practices across departmental contracting activities. The material is designed to ensure consistent application of cost principles and overhead allocation across multiple procurement activities within the Department of Revenue.
