About this file

This is a Documented Quote solicitation issued by the Governor's Office of Information Technology (OIT) for the State of Colorado seeking DTR rectifier batteries and related services. The solicitation requires 400 Enersys PowerSafe V Batteries (12V125F, 12 volt 125Ah) with dimensions of 22.08" length, 4.13" width, and 12.44" height, designed for use in a -48v rectifier-battery system. The batteries must be distributed across three Colorado locations: 120 units to the Denver Radio shop, 120 units to the Grand Junction Radio shop, and 160 units to the Pueblo Radio shop. All quoted items must be new product with a mandatory one-year replacement warranty. A key requirement is that vendors must provide an environmentally preferable take-back and recycling program at no additional cost to the State, with detailed narratives describing the program's operations at each of the three locations. The solicitation does not specify explicit response or award dates within the document provided, though vendors are directed to monitor the Colorado Vendor Self Service (VSS) website for any modifications or amendments. Any resulting agreement will be extended to all Executive Branch state agencies, Legislative and Judicial branches, Institutions of Higher Education, and Local Governments as a cooperative agreement.

Pricing shall be quoted on a unit and extended price basis, with all costs including delivery charges on an F.O.B. Destination basis; in case of extension errors, unit price shall prevail. The minimum order quantities represented in this Documented Quote are the intended minimums, with additional products and services available for purchase after the award date at the same bid price and conditions for up to five years, subject to approval by both the awarded vendor and OIT. Evaluation and award will be based primarily on cost-competitiveness among acceptable vendor quotes deemed most advantageous to OIT. Vendors must be registered on the Colorado VSS system prior to solicitation opening to be considered responsive. OIT reserves the right to reject any or all quotes, waive minor irregularities, request free product samples for testing equivalency determinations, and take remedial action including award cancellation for vendor non-performance. Colorado resident vendors are eligible for reciprocal preference against non-resident vendors per Colorado Revised Statutes Section 8-19-101. All proposals must include completed pricing sheets, signature pages, warranty documentation, and detailed narratives regarding the proposed recycling program.
