The solicitation seeks web-based software licensed for up to 210 concurrent computer workstations with unlimited individual users. The software must align with 2014 GED standards and include assessments, randomized practice tests, self-paced instruction, individual learning plans, computer literacy components, and support for Reasoning through Language Arts, Mathematical Reasoning, Science, and Social Studies. The software must contain at least 4,000 randomized questions, administrative reporting capabilities, and functionality including drag-and-drop, short-answer submissions, extended response grading rubrics, hot spots, drop-downs, timers, embedded math formulas, and question flagging features. The solicitation references "AZTEC" GED software or competitive equals as the baseline product. Bidders must submit responses via email or fax to the purchasing office, with the specific response due date to be completed in the solicitation document.
The initial purchase cost should cover 12 months from the first date of program access and include all training, maintenance, technical support, and upgrades for that period, with bidders also required to provide annual maintenance costs beginning in month 13. The evaluation will consider the projected five-year cost, vendor ability to deliver timely, product quality and security, proposed vendor agreement terms, bidder qualifications and experience, and proposed training services. Successful bidders must be registered on the ColoradoVSS website and must provide proof of adequate insurance coverage, including General Liability of at least $1,000,000 per occurrence and Workers Compensation as required by law prior to receiving a purchase order. Payment terms are Net-30 days after receipt of goods and services, with the State of Colorado backing any authorized purchase order or contract. Contractors must comply with Colorado law requiring written notice if any services are performed outside Colorado or the United States, and may be subject to criminal background checks prior to accessing CDOC facilities.
