MEMORANDUM FOR MICC-Ft Drum
SUBJECT: Brand Name Letter for Ink Jet Aerosol Generator (IJAG) -FedBid Buy[#]
1. Ink Jet Aerosol Generator (IJAG) is the only equipment that fulfills the government specification requirements. The U.S. Army Primary Standards Laboratory (Test, Measurement, and Diagnostic Equipment) at Redstone Arsenal, AL already established calibration instrumentation, standing operating procedures, and have a long history of development of IJAG when it was first developed by US Army Research and Development Command. Subject experts from TEDE Redstone, Eedgewood Chemical Biological Chemical Biological Center, Dugway Proving Ground (DPG), Project Scientists, and relevant Chemical Test Division Management have discussed to referee even for each single liquid droplet for upcoming Aerosol chemical agent detector testing and the multi-phase chemical agent detector testing. The major contributing factor is supported by published scientific journals such as Aerosol Science and Technology describing how each particle count can be accounted for and be compared to the traditionally accepted particle counters such as aerodynamic particle sizers and particle counters.
2. Market research conducted identified IJAG is the only system meets the government specifications compared to other liquid aerosol droplet generator such as SONO TEK Corporation Ultrasonic Spray system and SONAER, INC 2.4 MHz 241 Ultrasonic Particle generator. All these particle disseminators did not meet the performance and sensitivity requirements for single droplet dissemination controllably using an automated system.
3. Defense Acquisition Government entity mandates use of this IJAG to ensure Army Calibration compliance has been met and to verify the aerosol detectors for the safety of operators from toxic particular exposure in accordance with OSHA regulation. Government specifications for liquid droplet measurements are as follow: a) must be able to have a funnel-shaped flow adaoptor for refereeing Aerodynamic Particle Sizer and Optical Particle Sizers, b) must generate spherical droplet formation that is about 1 micron in diameter, c) have a velocity of the liquid jet of about 5 meters per second, d) must be able to generate liquid droplet particles at rates of 1 to 500 droplets per second showing the correspondence from the particle detectors for counts, e) must

have a aerosol outflow of at least 1 liters per minute e) must consist of inkject cartridge, satellite flow filer, laser light, carrier flow inlet, scattered light detector, and flow distribution ports, heater, and drying tube.
4. For the reasons listed above, the DPG requess that a brand name or particular item(s) purchase of Ink Jet Aerosol Generator (IJAG).
