1. SCOPE

1.1 Intent. This work item describes the requirements for the Contractor to provide three Allied Systems Marine Crane

2. REFERENCES

2.1 General- The documents listed in this section are specified in section 3 of this SOW. 3.0 REQUIREMENTS

3.1 General – The Contractor shall provide all equipment, labor and materials to provide, test, preserve, package & mark, ready-for issue Dual Point Davits in Serviceable “A” condition within this contract requirement. The Contractor shall accomplish all work herein in accordance with TP 7602A. Parts provided shall be in accordance with the Original

Equipment Manufacturer (OEM) specifications, drawing(s) and data provided within this Specification (Spec). During the

Manufacturing reclaimed, recycled, or aftermarket parts are not acceptable and shall not be used.

3.1.2 Serviceable “A” condition is defined as fully functional Dual Point Davit meeting all required design specifications

& dimensions in accordance with Coast Guard Drawings and being capable of functioning and performing.

3.1.3 Metallic Data Plate – Contractor shall install metal data plate to each davit that contains serial number, manufacture date, contract number, part number, and the ABS certification stamp.

3.1.3 The requirements described herein are considered the minimum necessary and are not intended to replace any procedures, controls, examinations, or tests normally employed by the Contractor to assure the quality of the product.

3.1.4 ABS/SOLAS Certification. The contractor shall validate the ABS/SOLAS certification status of the davit.

3.2 Coatings and Paint Dry Film Thickness requirements to be verified during inspection - All factory pre-painted parts for installation on the weather deck shall be coated per SFLC Standard Specification 6310 (SFLC STD SPEC 6310), Appendix A, under 'Machinery, Deck' Option II that requires a Zinc Rich Primer, Epoxy MidCoat, and Polysiloxane topcoat in accordance with SFLC STD SPEC 6310, Appendix “C”. The topcoat color shall be Spar, SAE-AMS-STD-595 color # 10371. Component factory grade enamel paint systems are not acceptable, unless the original coating treatment is specifically accepted by the Contracting Officer in advance. Total paint thickness shall be 3 to 5 mil minimum dry film.

3.3 Coating - All exposed metal surfaces shall be made of 316 Grade CRES or otherwise coated in a manner to prevent corrosion from a saltwater environment.

3.4 Testing –All testing in paragraphs 3.4.1 and 3.4.2 shall be performed prior to delivery to the U.S. Coast Guard.

All weights shall be certified, either individually or using a current calibrated load cell.

3.4.1 Structural Static load test – If any welding was performed during the manufacturing of the davit assembly, a static load test is required and shall be performed as follows. Each of the davit arms shall be fully extended and shall at the same time be subjected to a static load test of not less than 18,440 lbs. vertical to the davit tip. The test loads shall be held for not less than 10 minutes. The davit shall be inspected for deformation, damage or deflection. A laser pointer shall be used to verify deflection. Laser shall be set up and position verified prior to weights being installed and then verified that laser comes back to its original position after Static Load test is completed to verify deflection.

3.4.2 Operational test – Upon manufacturing completion, the Contractor shall conduct a static load and operation test of each Dual Point Davit part assembly in accordance with OEM’s specifications and drawings and provide a written report in preparation of the Quality Assurance Representative (QAR) onsite visit. The post-manufacturing testing shall be conducted with the davit mounted on a horizontal test platform.

a.- Hydraulic System - The hydraulic system shall be hydrostatically tested to 150 percent of the design pressure of the hydraulic system, prior to use for other testing.

b. - Certified Weight Test - The Contractor shall spread a single certified test weight of not less than 11,000 lbs. between the davit’s arms, with the load shared equally. The test weight shall simulate (by weight) a boat or equivalent mass in the cradle. The test weight shall be used for the following tests, repeating each test 3 times.

c. - Static Load – Modified Test - The Contractor shall perform a modified static load test against each hook, wire rope system, winch brake and constant tension system to not less than 12,573 lbs. (8,382 x 1.5). The load shall be certified test weights, or equivalent water-bag system. The load shall be held for 10 minutes with no movement and released under controlled conditions. This test shall be repeated 3 times.

d. - Dynamic Load Test - The Contractor shall perform a dynamic load test of the system against each hook, wire, winch and constant tension system to not less than 10,477 lbs. (8,382 x 1.25). The load shall be certified test weights, or equivalent water-bag system. The load shall be lifted and lowered and breasted over the entire range of motion of the davit, to the extent practical without the test weight interfering with the davit or structure. This test shall be repeated 3 times.

e. Loaded Test – The rescue boat or equivalent mass, loaded with its normal equipment or an equivalent mass and a distributed mass equivalent to that of the number of persons, each weighing 75KG, it is permitted to accommodate, should be released by operation of the launching control on deck. The speed at which the rescue boat or equivalent mass is lowered into the water should not be less than that obtained from the formula:

Load on one arm shall be not less than 8, 382 LBS.

Load on other arm shall not be less than 5,588 LBS.

For testing, the load shall travel a minimum of 5 feet and the rate of descent shall be calculated in feet per minute. The acceptable speed shall by not less than 104 Ft/MIN and not more than 180 FT/MIN

f. Light Loaded Test - The rescue boat or equivalent mass, loaded with its normal equipment or an equivalent mass should be release by operation of the launching control on the deck to demonstrate that the lifeboats or equivalent mass is sufficient to overcome the frictional resistance of the winch, falls, blocks and associated gear.

Load on each arm shall be not less than 3,000 LBS.

g. Lowering Test, Brake only - The rescue boat or equivalent mass loaded with its normal equipment or an equivalent mass and a distributed mass equal to that of the number of persons, each weighing 75 KG, it is permitted to accommodate

+ 10% of the working load, should be lowered at maximum speed and stopped abruptly to demonstrate that the attachments of the davit and winches to the ship’s structure are satisfactory.

Load on each arm shall be not less than 7,260 LBS.

h Lifting and Lowering Speed - Verify system luffing speed from full inboard to full outboard, and from full outboard to full inboard; (3) Times.

h. Recovery Test - It should be demonstrated that the davit-launched rescue boat or equivalent mass can be recovered by means of operating the hand gear.

Demonstrate the ability to hand crank the load

Demonstrate the ability to use accumulator pressure to move the arms toward the stowed position.

Minimum Load on each arm shall be not less than 6,600 LBS

i. Gravity - Verify the provisions for gravity launching of the boat or equivalent mass without power from the cradle; (3)

Times.

j. -. Recovery Test, Powered - Where davits are recovered by power, it should be demonstrated that the power is automatically cut off before the davit arm comes against the stops.

k. -. Recovery Test, without Power - Verify the provisions for recovery of the boat or equivalent mass without power; (3)

Times.

l. - Cylinder Stem Drift Test – With the rated load and the davit in position to have a boat or equivalent mass at the rail, mark the cylinder stem and wait 10 minutes. The cylinder stem shall not drift more than 1/2mm in a 10-minute span.

m. - Leveling Test – Demonstrate the ability to level the Davit Arms if they are not synchronized.

n. _ Hydraulic Oil Sample - A hydraulic oil sample shall be taken before testing and at the completion of testing. The cleanliness level shall not exceed the required contamination level. Contamination Level ISO Code is 17/15/12.

o. - No Load Function Performance Test - With No Load, Run the Davit at Max Speed and Record the Results of Park to

Launch and Launch to Park speeds.

p. -. Safety Switches - Verify that Anti-2-Blocks and Down stops are functional

3.5 Notifications and inspections - The Contractor shall be responsible for notifying the Contracting Officer at least ten

(10) calendar days prior to said Contractor being ready for any inspections or testing required herein.

4.0 QUALITY ASSURANCE (QA)

4.1 Responsibility for Inspection – It is the government’s intent to have a Quality Assurance Representative (QAR) witness all testing prior to acceptance and the Contractor is responsible for the performance of all inspection requirements as specified herein. The Contractor may use his own or any other facilities for the performance of the inspections and tests, unless disapproved by the government. The government’s QAR shall witness the following tests and inspections.

4.1.1 Calibrations - All equipment used for testing was calibrated and traceable to NIST; current calibrations were less than 1 year from last calibration. Each weight had markings to indicate the weight of each piece and the KTR supplied paperwork for each weight used. Since some of the paperwork was over 10 years old, the KTR weighed each group of weights with a calibrated dynamometer to ensure that each test was conducted with the required weight.

4.2 Responsibility for Compliance - All items shall meet the requirements of this Spec. The inspections set forth in this

SOW shall become part of the Contractor's overall inspection system or quality program. The absence of any inspection requirements in the specification shall not relieve the contractor of the responsibility of assuring that all products or supplies submitted to the government for acceptance comply with all requirements of the contract. Sampling for quality conformance does not authorize submission of known defective material (either indicated or actual) nor does it commit the government to acceptance of defective material.

4.3 Noncompliance - Shall mean any single failure of any individual part or subsystem during final inspection/testing.

The contractor is responsible for correcting any failures and noncompliance issues encountered during testing and inspection.

4.4 Test and Inspection Reports - One copy of any inspection/test report approved for use from submittals shall be sent to the Contracting Officer for approval. Each Test and Inspection report shall list the davit’s part number, serial number with the person preforming the tests and inspections and the contract’s number and delivery order.

4.4.1 A copy of all test and inspection reports shall be given to the Coast Guard Quality Assurance Representative upon arrival at the Contractor’s Plant or sent via e-mail to the Coast Guard Contracting Officer Representative designated if prior agreement is made between the contractor and Contracting Officer.

4.4.2 A copy of all test and inspection reports generated while the Coast Guard Quality Assurance Representative is in plant shall be provided to the Quality Assurance Representative prior to exiting.

4.4.3 Any inspection, test or tolerance check report submitted shall have all out of tolerance readings circled or otherwise indicated.

4.5 Calibration System - The Contractor as well as any subcontractors shall be required to maintain a test equipment calibration program in compliance with ISO/IEC 17025:2017 . The program shall be documented and traceable to the National Institute of Standards and Technology (NIST).

4.5.1 The calibration system records shall be maintained for inspection for the duration of any contract referencing this

SOW.

4.6 Packing Inspection - The Contracting Officer shall be notified prior to the preservation, packaging, and marking of the completed units in accordance with 5.0 of this SOW.

5.0 PRESERVATION, PACKING, AND MARKING

5.0.a General. The Davits shall be shipped in storage or shipping containers approved by ABS under ABS Rules for

Certification of Cargo Containers (1998). Damage to the equipment resulting from improper packaging and/or preservation shall be the responsibility of the Contractor. Special handling requirements shall be clearly noted on each item and on the Bill of Lading. Any shipments required due to equipment failures, defect correction, and/or non-conformance to specification, shall be the responsibility of the Contractor.

5.1 Preservation. Purchased Dual Point Davits are intended for warehouse storage & shall be prepared for Long Term

Storage according to OEM recommendations in Chapter 8 of TP 7902. In addition, the Contractor shall ensure the below preservation, packing, and marking requirements in accordance with Specification Packaging and Labeling MIL-STD-

2073-1E.

5.1.1 Any exposed threads shall be protected by a cardboard sleeve.

5.1.2 The Contractor shall ensure any exposed areas on the hydraulic cylinders are drained and lubricated with an appropriate light preservative and wrapped with moisture barrier paper during storage.

5.1.3 Intake and discharge ports shall have plastic caps installed.

5.2 Packaging. The Contractor shall package each davit assembly individually in accordance with MIL-STD-2073-1E using shipping container(s). Each Assembly shall be secured using blocking, bracing or straps to prevent movement inside the shipping containers. Immediately available and inside each Shipping Container(s), a protected document shall be placed near the rear door of the shipping container with major assembly and/or contents of each container.

5.3.1 WPM Requirements - All packing and packaging materiel shall meet the Phytosanitary Requirements for Wood

Packaging Materiel IAW ISPM 15 Regulation of wood packaging material in international trade. WPM is defined as wood pallets, skids, load boards, pallet collars, wooden boxes, reels, dunnage, crates, frames and cleats.

5.4 Marking - Each preserved and packaged item shall be marked in the upper left-hand side of the two longest sides, (two opposite sides if square) of each crate. The lettering shall be black painted stencil and permanently affixed to each container. The lettering shall be at least 1” high and be applied on a white painted background. If two shipping containers are used, the Contractor shall add ‘Part 1 of 2 & 2 of 2’ shall be included.

a. This marking shall consist of the following:

1. Stock Number.

2. Item Name.

3. Part Number.

4. Serial number

5. Gross Weight (in lbs.).

6. Condition “A”

7. Unit of issue with quantity (i.e., 1-EA).

8. Contract #:

9. Delivery Task #:

10. U.S. COAST GUARD SFLC MATERIAL.

5.5 Bar Coding- The stock number shall be barcoded in addition to the numerical markings. All barcoded labels shall be in accordance with MIL-STD-129R, Encryption Code 39 Format.

5.6 Shipping - The Contractor shall notify the Contracting Officer Representative (COR) and KO about the shipment 10 days in advance. Provide timely shipping information to COR including the name of the shipping company, date of shipment leaving Contractor’s facility, and expecting arrival date and time at the government facility. No shipment shall arrive outside of government normal business hours as determined by the KO.

5.6.1 Unless otherwise specified, the Contractor shall ship, and deliver all manufactured davits to the following government addresses:

5.7 Government Acceptance- Acceptance will be made at destination by a government representative.

Acceptance will be contingent upon representative’s verification of no damage in transit, correctness and completeness of order and Contractor’s conformation to preservation, packing and marking requirements.
