About this file

This document is a notice from the State of North Carolina's Division of Purchase & Contract regarding a solicitation opportunity for a WIC Infant Formula Rebate program through the NASPO ValuePoint cooperative purchasing consortium. The purpose of this Invitation for Bid (IFB) is to establish one or more Master Agreements with infant formula manufacturers to provide rebates to the current WIC Alliance members across participating state and local government entities. The IFB number is EVT0009507, and all vendor proposals must be submitted by 2:00 pm Central Time on July 24, 2024. The resulting Master Agreement(s) may be used by state governments, institutions of higher education, political subdivisions, and other eligible entities subject to the approval of their respective chief procurement officials.

The pricing and rebate terms for the infant formula products will be negotiated through this competitive solicitation process. While the State of North Carolina is providing this notification to its vendors, the state has not yet determined if it will participate in the final contract. Interested vendors should review the IFB details on the Kansas procurement website and contact the NASPO Cooperative Portfolio Manager, Nick Hughes, for any additional information.

*** NOTICE TO VENDORS ***

In conjunction with NASPO ValuePoint, the State of North Carolina is providing the following information for solicitation opportunity for:

WIC Infant Formula Rebate

The NASPO ValuePoint Invitation for Bid (IFB) for WIC Infant Formula Rebate was released by the State of Kansas on June 13, 2024. The IFB number is EVT0009507 and all vendor proposals must be submitted by 2:00 pm, Central Time, on July 24, 2024.

The purpose of this IFB is to establish one or more Master Agreements with manufacturers of Infant Formula to provide to the current WIC Alliance members, and in some cases achieve more favorable pricing, than is obtainable by an individual state or local government entity because of the collective volume of potential purchases by numerous state and local government entities.

The Master Agreement(s) resulting from this procurement may be used by state governments (including departments, agencies, institutions), institutions of higher education, political subdivisions (i.e., colleges, school districts, counties, cities, etc.), the District of Columbia, territories of the United States, and other eligible entities subject to approval of the individual chief procurement official and compliance with local statutory and regulatory provisions.

The IFB is available on Kansas’s procurement system website using the following link: Kansas Procurement System where you will find "NASPO WIC infant Formula Rebate Program," Solicitation, EVT0009507.
