QUALIFICATION CERTIFICATION FOR CONSTRUCTION/MODIFICATION SERVICES FOR CIVIL PROJECTS AND COAL COMBUSTION RESIDUAL MANAGEMENT (CCR)
In the near future, TVA will be issuing a solicitation document to request proposals from experienced firms for the award of blanket contract(s) (where work is authorized on a project-by-project basis) for construction/modification services for civil projects and coal combustion residual management (CCR) projects and related construction services.
The scope of the awarded blanket contract(s) is intended to include but is not necessarily limited to, impoundment remediation and closures, construction of landfills (including the operation, maintenance and closure), dewatering projects, dam-safety work (e.g. concrete floodwalls, rock and earth buttressing, drilling & grouting program, cut off wall design, etc.), facility haul roads, haul road bridges, CCR beneficial marketing and other civil construction projects needed to support various TVA facilities. The scope of the CCR work may include, but will not be limited to the design, engineering, procurement, delivery, construction installation, performance of construction management services and construction quality assurance for a variety of TVA’s projects and utilizing various environmental, and other technologies. In connection with the contract(s), the successful Contractor(s) may perform a very broad range of functions involving technology and equipment selection, management of installation services, including without limitation, studies, design, associated balance of plant equipment and related engineering, site engineering, constructability reviews, project management functions, planning, staffing, subcontractor selection and management, supervision, product marketing, project controls scheduling, estimating, budget/ cost controls, forecasting, quality control functions, inspection, testing, documentation, project closure, training (craft and non-craft), and startup services at any TVA facility to achieve a quality, efficient, and economical project execution in a safety conscious and environmentally sound manner. In addition to work associated with the program management of Coal Combustion Residuals (CCR) and Effluent Limitations Guidelines (ELG), the contract may be expanded to include without limitation any other work that may be needed from time to time as required and requested by TVA.
The successful Contractor(s) shall provide, at TVA’s sole discretion, services under the Contract(s) that may include full engineering, procurement, construction (EPC) , or some combination thereof, or more traditional architect/engineer (A/E) services in the role as TVA’s “owner’s engineer,” or any combination or variation of the aforementioned. The Contractor may be responsible for the management and administration of certain TVA third party agreements on TVA’s behalf. The specific services that will be required from Contractor(s) will be determined by TVA on each specific project and set forth in the applicable Project Authorization. Furthermore, TVA may, in its sole discretion, elect to provide any or all required equipment or the required construction and/or installation forces for any individual project.
The pricing for all initial work is anticipated to be on a cost reimbursable basis with an award fee at risk based on performance. However, the Contract will also include other pricing and compensation provisions such as; Firm-Fixed Price and Total Cost Estimate (TCE).
TVA desires to select firm(s) that have a history of successful experience with CCR projects as well as meeting other specified qualifications and requirements. Therefore, in order to participate in the RFP process, TVA requires that all prospective respondents meet these requirements before being further considered. All prospective respondents must first certify compliance with the requirements contained on the Mandatory Minimum Qualification Certification. Firms which certify to TVA that they can fully meet all of the mandatory minimum qualification requirements will receive the RFP and be invited to attend a mandatory preproposal meeting. All offerors will be required to present detailed information (later with their proposals) to substantiate compliance with each of the mandatory minimum qualification requirements.

MANDATORY MINIMUM QUALIFICATIONS CERTIFICATION
There are certain mandatory minimum qualifications which must be met in order to be invited to submit proposals and be considered for award of a contract. . Offerors will be required to submit detailed supporting documentation (with their proposals) to substantiate meeting all mandatory minimum qualification requirements. Teaming and subcontracting relationships are encouraged, and these minimum qualification requirements may collectively be satisfied by combining the qualifications of team members and subcontractors committed to perform in the event of award. Individual qualification criteria, however, must be satisfied by individual entities. The minimum qualifications are as follows:

Dikes, Buttressing & Levees: Maintenance, Modifications & New Construction: Demonstrated completion of engineering, procurement and construction services (or any combination thereof) of at least two (2) projects.
Landfills: New Construction, Operation, Maintenance, Closures & Repairs. Demonstrated completion of engineering, procurement and construction services (or any combination thereof) of at least two (2) CCR projects.
CCR Wet Impoundments: Must have previously provided engineering, procurement, construction, quality assurance and quality control (or any combination thereof) for at least two (2) CCR Wet Impoundments.
Must have capability to assign a licensed professional engineer (PE) for each engineering discipline and other experienced technology personnel to the TVA work. All drawings will be required to be approved/stamped by respective discipline PE for State in which equipment will be located.
Demonstrated experience of at least 3 years with computer-based project control systems, and possess the ability to integrate with TVA systems that requires the use of Primavera's Project Planner Software P6 and other industry standard Project Control software.
Demonstrated capability and experience handling multiple projects at multiple sites simultaneously and be able to demonstrate the ability for project management of complex projects with appropriate proposed structure of the project management team.
Must have adequate bonding capacity and the financial capacity (creditworthiness) to guarantee the timely performance, obligations, duties and responsibilities under or related to the contract (including performance and warranty issues), for the term of the contract.
Must have an established, overall, formalized Total Quality Program.
Must have the ability, capacity, and experience to support multiple design review, project team, and site meetings conducted at TVA facility locations.
Must have the demonstrated capability to manage the commissioning and start up of a complex project including field performance testing of the individual equipment as well as any other testing required for proper design, operation, and maintenance.

Must be willing to become signatory to TVA’s project labor agreements. These documents are available from TVA’s Procurement Internet Site at https://supplier.tva.gov/ReferencedClauses.html
Must have a safety program which includes a demonstrated ability during the previous three years to assign on-site safety professionals to multiple project sites simultaneously. The average EMR for the previous three years (3yr/Avg.) should be no greater than 1.00. Current OSHA/BLS recordable injury frequency rate should be no greater than the average incidence rate listed in BLS for the company NAICS classification. Must submit corporate safety record documents including lost time rate, workers compensation cost per man-hour, man-hours and environmental compliance record for last 3yr/Avg. Lost Time Incident Rate (“LTIR”) and the Total Recordable Incident Rate (“TRIR”).
Must be or become a member of ISNetworld (www.ISNetworld.com), which is part of TVA’s contractor information management system, at Offeror’s sole cost. TVA will not award a contract to an entity that is not currently a member and subscriber to ISNetworld, and does not have all required subscriber information updated (as of its proposal date) in ISNetworld.
