QUALIFICATION CERTIFICATION FOR ENGINEERING SUPPORT SERVICES FOR CIVIL PROJECTS AND COAL COMBUSTION RESIDUAL MANAGEMENT (CCR)
In the near future, TVA will be issuing a solicitation document to request proposals from experienced firms for the award of blanket contract(s) (where work is authorized on a project-by-project basis) for engineering and design services for civil projects and coal combustion residual management (CCR) and related services.
The scope of the awarded blanket contract(s) is intended to include electrical, mechanical, civil and I&C engineering and design, and related services, to support projects and operational needs of the Civil Projects and CCR Management projects. This may include but is not limited to feasibility studies, engineering studies, risk assessments, regulatory support, licensing assistance, permitting assistance, drilling/sampling, laboratory analysis of samples, geophysical services, well monitoring, groundwater monitoring, cost estimates, technology evaluations, technical analyses, conceptual design, detailed engineering design, engineering field technical support, construction management services, construction quality control, construction quality assurance, construction technical oversight, project management, project controls, program management, work plan monitoring, testing, commissioning support, decommissioning support, training, reporting, environmental assessments, collection and evaluation of baseline environmental data and forecasting of future conditions; evaluation and comparison of the environmental effects of alternative plans; development of potential mitigation strategies; assessment of conditions of (and impacts to), environmental media including air, aquatic and terrestrial environments, archaeological sites, historic properties, natural areas, and aesthetic values; characterization of noise, solid and hazardous waste, and other effects of the proposed action; and preparation of socio-economic profiles, social impact assessments and environmental justice analyses at any TVA facility to achieve a quality, efficient, and economical project execution in a safety conscious and environmentally sound manner.
Civil Projects and CCR Management are currently planning projects to evaluate the physical integrity of ash and gypsum disposal facilities, prioritize and implement remediation projects across the system, create a rigorous routine inspection program, convert plant systems to dry handling and ash/gypsum to dry storage, design, permit, construct, operate and maintain new landfills as well as remediate and close existing wet ash impoundments, dewatering projects, dam-safety work (e.g. concrete floodwalls, rock and earth buttressing, drilling & grouting program, cut off wall design, etc.), facility haul roads, haul road bridges, and other civil construction projects; etc.
In addition to work associated with the program management of Coal Combustion Residuals (CCR) and Effluent Limitations Guidelines (ELG), the contract may be expanded to include without limitation any other work that may be needed from time to time as required and requested by TVA.
The pricing for the majority of all work is anticipated to be on a cost reimbursable basis with fee at risk based on actual cost performance compared to a mutually established Target Cost Estimate (TCE). However, the Contract will also include other pricing and compensation provisions such as; Firm-Fixed Price and cost reimbursable.
TVA desires to select firm(s) that have a history of successful experience with CCR projects as well as meeting other specified qualifications and requirements. Therefore, in order participate in the RFP process, TVA requires that all prospective respondents meet these requirements before being further considered. All prospective respondents must first certify compliance with the requirements contained on the Mandatory Minimum Qualification Certification. Firms which certify to TVA that they can fully meet all of the mandatory minimum qualification requirements will receive the RFP and be invited to attend a mandatory pre-proposal meeting. All offerors will be required to present detailed information (later with their proposals) to substantiate compliance with each of the mandatory minimum qualification requirements.
The enclosed Certification, signed by an official authorized to bind the organization at the address shown below, must be received by Darrell Parks, Principal Contracts Manager, no later than 12 noon ET, November 14, 2016.
