About this file
The document is a Request for Information (RFI) #2024-RFI-041 issued by the Town of Mooresville, North Carolina, seeking a consultant to develop a downtown parking management system. The RFI, released on June 4, 2024, with responses due by July 3, 2024, at 2:00 pm, aims to gather information for implementing paid parking controls in the downtown area bounded by Center Avenue, Iredell Avenue, Broad Street, and Church Street. The Town seeks a comprehensive digital parking management solution that includes digital payment options, smartphone app integration, potential electric vehicle charging considerations, and flexibility for special events and business-specific parking needs.
The proposed parking management system will cover both on-street and surface parking lots, with requirements for digital payment control, parking control arms, card/code access, and potential reserved spaces for businesses and special events. Interested consultants are asked to submit a maximum 10-page information package detailing their expertise, approach, and potential project complications. The Town emphasizes the importance of an integrated, scalable parking and mobile payment system that can potentially expand to additional public parking areas. No pricing information is requested at this stage, as the RFI is intended to inform a future Request for Qualifications (RFQ) process.

2.5. Project Overview
The Town wishes to have a consultant on hand to give general advice and to utilize subject matter expertise during the roll out of paid parking management throughout the Town. This consultant would specifically provide detailed information around what would be the best digital product and approach for the implementation. The following represent some details the Town is considering:
§ All access to existing or proposed parking lots and spaces, included in the study, should be controlled by a digital form of payment, and can potentially allow other payment options.
§ All access to existing or proposed parking decks should be controlled by parking control arms and card/code access or digital payment and can potentially allow other payment options.
https://procurement.opengov.com/signup
§ The lots or spaces and decks may also accommodate spaces reserved for businesses that want dedicated spaces for employees or customers. This should also allow for businesses to provide a “token” based system to cover parking should they be a paying or other customer.
§ The Town may wish to reserve the use of some spaces for special events and allow free parking during those events or other times of day.
§ Use of an App via smartphone or other advanced technology should be included and is preferred.
§ It is essential that the Parking Management System and Mobile Payment System be integrated and scalable for future expanded use.
§ The Town wishes for EV charging to be considered as part of study but in a third-party manner and does not wish to be in the business of EV maintenance. This would include separate meters for all systems.
§ The Town is open to areas outside of the sites below being included if the respondent can showcase additional areas for public parking and provide a strategy for how they can be implemented.
Proposed Parking Management Sites
The locations of the proposed parking management system are highlighted below and are generally bound by Center Avenue and Iredell Avenue, Broad Street and Church Street. These sites include both on-street parking and surface parking lots.
2.6. Submittal Requirements
Interested companies shall submit an information package detailing their subject matter expertise.
Information may be provided on separate pages, but responses should include no more than ten (10) additional typed pages. Please number all pages. Longer submissions will be removed from consideration.
Promotional literature, brochures, etc. will be considered as part of the page limit, even if they are sent as a separate file.

§ Company Name/Headquarters Mailing Address
§ Contact Name, Telephone, and Email
§ Company Website URL
§ Location of Customer Support Staff
