Statement of Work Down-Draft Plasma Cutting Table IPF Honolulu
IOD-C
1. GENERAL
1.1 Background
The Coast Guard is replacing a G6 Fabricator Fastcut CNC Down-Draft Plasma Cutting Table, located at the Industrial Production Facility (IPF) Honolulu, HI. The current Down-Draft Plasma Cutting Table must be replaced for safety concerns and effective operations. It is no longer economically feasible to maintain this 24 year old Down-Draft Plasma Cutting Table. To increase production demands, a new Down-Draft Plasma Cutting Table will be required with a maximum bed cutting capacity of 65" wide x 122" long. The Down-Draft Plasma Cutting Table will be used in many day to day metal fabrication production within the facility’s weld shop.
1.2 Scope
The manufacturer shall furnish, deliver and assemble one sit-down, fully electric powered 3,730 lbs Down-Draft Plasma Cutting Table. The Down-Draft Plasma Cutting Table will have a 3-stage mast. Down-Draft Plasma Cutting Table must have a maximum fork length of 42 inches. The Down-Draft Plasma Cutting Table shall be load and operationally tested with a certificate provided prior to its Coast Guard acceptance. This Down-Draft Plasma Cutting Table shall be delivered assembled at U.S. Coast Guard Base Honolulu, HI attention to the Industrial Manager of the IPF, Honolulu, HI.
The ShopSabre ShopSabre SideKick 10 Model Down-Draft Plasma Cutting Table must include the following:

2. REQUIREMENTS
2.1 General
The Down-Draft Plasma Cutting Table shall be industrial grade production model consisting of coordinated components and certified by the manufacturer. The model shall have been in production for a minimum of three years, and have a minimum two year manufacturer’s warranty. The furnished Down-Draft Plasma Cutting Table shall have a production date within six months of the delivery date.
Minimal Warranty shall be typed and signed from the manufacturer and be for a minimum of two years from the date of acceptance by the Government.
2.2 Capacity
The Down-Draft Plasma Cutting Table shall have the capability rating of a minimal 2" Cutting Capacity. The rated capacity and the date of Manufacture of the Down-Draft Plasma Cutting Table shall be permanently affixed in an obvious/visible location.
2.3 Construction
The Down-Draft Plasma Cutting Table shall be constructed in and built to operate in adherence of all local, state, and federal regulations. Manufacturer must ensure the application of all references in section 2.6 of this Statement of Work.
2.4 Spare Parts
Manufacturer shall have readily available all necessary parts, special fluids and materials to complete planned maintenance for a minimal of 10 years. Parts shall be delivered to the Industrial Manager, IPF in Honolulu, HI when ordered.
2.5 Delivery Location
Location USCG Base Honolulu, IPF
The U.S. Coast Guard Base Alameda, IPF is located at 400 Sand Island Pkwy, Honolulu, HI 96819. Arrangements for delivery and installation shall be made with the IPF Industrial Manager, at (808) 844-5319. Delivery times shall be between the hours of 7:00 AM to 3:00 PM local time, Monday through Friday inclusive. Unloading as well as assembly of the items from the delivery vehicle shall be the responsibility of the vendor.
2.6 References
The Down-Draft Plasma Cutting Table shall be in accordance with the standards and specifications of the referenced technical organizations for the construction methods, materials, application and environment as applicable. These may include but not be limited to:
a. ISO Standards.
b. American National Standards Institute (ANSI).
c. National Electrical Manufacturers Association (NEMA).
d. All applicable OSHA standards.
2.7 Submittals and Approvals
a. Catalog cuts, general arrangement drawings and other information shall be submitted by the manufacturer as required herein and as necessary to secure approval of the equipment.

b. Submit three (2) copies of general arrangement drawings, catalog cuts and other printed information for the Down-Draft Plasma Cutting Table.
c. Submittals shall be delivered to the Government Contracting Officer within seven
(7) Calendar days after the award of the contract.
3. ACCEPTANCE
3.1 On-site Testing, Training, and Operations and Maintenance Manuals
a. The Down-Draft Plasma Cutting Table shall be operated through a minimum of three complete cycles of each function, in which the Down-Draft Plasma Cutting Table is capable of performing. If any part, subsystem or system fails during testing, the defective equipment shall be replaced and retested at no additional cost to the Government.
b. Two original copies of the Manufacturer’s Operations, Maintenance and Parts Manual shall be provided to the on-site Government Point of Contact on the training day of the delivery location. Each manual shall have annotated the actual catalog/model number of the components provided and/or associated with the Down-Draft Plasma Cutting Table. Manuals shall include manufacturer’s part number, source of supply, general arrangement, and electrical and hydraulic schematics. Maintenance information shall include a schedule/checklist for daily, weekly, monthly, quarterly, semi-annual and annual Preventative Maintenance procedures. A list of maintenance instructions to include applicable tools and fluids must also be provided.
c. One original copy of the Manufacturer’s Operations, Maintenance, and Parts Manual shall be provided to the Industrial Operations Division - Compliance Branch, Equipment Management Specialist at 300 E Main ST Suite 600, Norfolk, VA 23510 Attention: Toby Peterson.
4. PERIOD OF PERFORMANCE
The period of performance is sixty (90) calendar days from date of contract award. If applicable, award of Optional Item is expected to take place within 45 calendar days of award of base items.
