About this file

This is a Sources Sought/Request for Information (RFI) issued by the Department of War Education Activity (DoWEA) for market research purposes regarding an enterprise education platform.

DoWEA seeks vendor information on a unified, cohesive education platform supporting Pre-K through 12 instruction globally. The platform must integrate instructional and enterprise systems on a shared data foundation to reduce fragmentation, enable near-real-time reporting and analytics, and support interoperability with external analytics platforms. Key instructional components include a Student Information System (SIS) managing the full student lifecycle (enrollment, attendance, grading, transcripts, behavior tracking); a Learning Management System (LMS) either native or tightly integrated with third-party solutions like Schoology or Google Classroom with bidirectional grade passback; assessment capabilities supporting formative, benchmark, and summative use cases with item banks and accommodation management; and special education/student support programs supporting IEP/504, multilingual learner programs, and MTSS/RTI frameworks. Enterprise operations requirements span Finance/ERP (general ledger, accounts payable/receivable, procurement, inventory management), Human Resources/HCM (manpower management, recruiting, staff evaluations, substitute management), Facilities/CMMS (work orders, preventive maintenance, asset tracking), Transportation (route planning, ridership management), and IT Service Management (device and software management, IT ticketing). The platform must support unified data architecture with near-real-time data flows, open APIs and industry standards (IMS OneRoster 1.1+, Ed-Fi Data Standard 4.0+, LTI 1.3/Advantage, SAML 2.0, OIDC/OAuth 2.0, SCIM 2.0), and AI-enabled analytics with explainability. Reporting must integrate seamlessly with external AI-enabled platforms such as MS Fabric using open formats (Parquet, Delta, CSV, JSON) without proprietary connectors, support incremental change data capture, and preserve security controls including row-level and column-level security. The solution must be cloud-native PaaS with 99.9% monthly availability, U.S.-based data residency, and access limited to U.S. citizens. AI governance requirements include prohibition on training models using DoWEA data without authorization and no use of DoWEA data for other customers. Additional capabilities include multi-channel communication (email, SMS, voice, push notifications), academic integrity safeguards, and operational AI for predictive analytics and resource optimization. Vendor responses should not exceed 10 pages (excluding appendices), clearly distinguish between production capabilities and roadmap items, include company overview, solution overview, architecture overview, implementation considerations, and licensing/constraints information. The Government is considering an optional Industry Day event in virtual, in-person, or hybrid format, with vendor participation voluntary and not required for future solicitation eligibility. This RFI is for market research and acquisition planning only and does not obligate the Government to issue a solicitation or make an award. No reimbursement will be provided for response costs.
