About this file
This document is a Limited-Sources Justification for increasing the total estimated cost of Task Order No. 72061523M00001 under GSA Multiple Award Schedule Contract No. 47QRAA21D00AU with Boston Consulting Group (BCG). The additional $300,000 in funding will allow BCG to provide assessments and technical/logistical support to further USAID/Kenya and East Africa's environmental strategy, including developing a strategic plan for conservation of the southern Kenya landscape and targeted wildlife corridors. This work is considered a logical follow-on to the original task order, which was competitively awarded using applicable Federal Supply Schedule procedures. The Contracting Officer has determined that the pricing is fair and reasonable, and that BCG is highly qualified and uniquely positioned to perform the additional work, having consistently met the objectives of the existing activity.

LIMITED SOURCES JUSTIFICATION
TO: Jonathan Chappell, Contracting Officer, USAID/Kenya and East Africa (KEA)
FROM: Roopa Karia, Environment Office Director, USAID/KEA
SUBJECT: Limited-Source Justification
1. This document sets forth the facts and rationale justifying the use of limited sources, in accordance with FAR 8.405-6.
This document was prepared by the USAID/KEA Environment Office (ENV).
2. The nature and/or description of the action being approved:
Program Title: USAID/Kenya and East Africa Fit-for-Purpose Assessment Contractor: Boston Consulting Group Award Number: 47QRAA21D00AU/72061523M00001 Period of Performance: 09/25/2023 to 02/16/2025 Current Award Value (including options): $997,519.35 Proposed Increase: $300,000
3. Description of the supplies or services required to meet the agency’s needs, including the estimated value:
This is a request to approve adding new work to increase the total estimated cost for award 47QRAA21D00AU/72061523M0000 with Boston Consulting Group (BCG) for $300,000. Under this action, BCG will provide assessments and technical/logistical support in furtherance of USAID/KEA’s ENV strategy as supported by the Fit-for-Purpose Assessment. This includes support for a strategic plan for conservation of the southern Kenya landscape and targeted wildlife corridors. This work stems from and will be paid for using the rates in the Time-and-Materials option period of the task order, which supports USAID/KEA in implementing the recommendations of the Fit-for-Purpose Assessment and specifically under task order Objective 4: Provide technical assistance to implement agreed recommendations.
4. Authority and supporting rationale (see 8.405-6(a)(1)(i) and (b)(1)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
Logical Follow-on-FAR 8.405-6(a)(1)(i)(C): In the interest of economy and efficiency, this action must be issued on a sole-source basis because it is a logical follow-on to the option under order no.
47QRAA21D00AU/72061523M00001, which was placed in accordance with the applicable Federal Supply Schedule ordering procedures.
The logical follow on involves work to further the strategic direction of USAID/KEA ENV programs resulting from work under the subject task order option in that it will guide future ENV portfolio reviews and more closely align the ENV portfolio with emerging mission priorities, the ENV North Stars, and other ENV-related contributions to USAID/KEA’s strategic objectives identified through the assessment. Additionally, the additional work relates to renewed focus and reorganization of regional work and responsibilities under USAID/KEA’s East Africa Regional programs, opportunities for harmonization of which will be identified in the assessment, and thereby also advances recommendations on the utilization of cross-cutting capabilities and improving cross-cutting outcomes, particularly in the area of transboundary wildlife conservation.
5. Determination by the ordering activity contracting officer that the order represents the best value consistent with 8.404(d).
The original task order and the subject additional work utilizes labor rates established under the GSA schedule. The work to be performed falls under a time-and-materials CLIN. GSA has already determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable. Prior to executing this task order modification, USAID/KEA will conduct analysis of pricing and other relevant factors to determine if the action is in the best interest of the Government and document the order file as required by 8.404(h)(3)(iv)(A).
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
Market research was not conducted in this case. The original order included market research in the form of a Request for Information and was subsequently competed in accordance with applicable Federal Supply Schedule ordering procedures.
7. Any other facts supporting the justification.
BCG is highly qualified and uniquely positioned to implement the proposed additional work. Under the existing activity, they have consistently met task order objectives.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
USAID/KEA will utilize competition for future work that builds off of the Fit for Purpose Assessment.
9. Technical or Requirement Personnel Certification
In accordance with FAR 8.405-6(c)(2)(x), I hereby certify that the technical statements included above, which form a basis for the justification, are complete and accurate.

10. Contracting Officer Certification
