About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Transportation, Florida's Turnpike Enterprise, seeking to purchase 0.91 federal freshwater herbaceous wetland mitigation bank credits for a transportation project within the Peace River Basin (HUC #03100101). The procurement is for a one-year term, with a posting date of 8/21/25 and a last day for receipt of information of 9/12/25. The Department requires these mitigation credits to offset environmental impacts from a proposed transportation project, in accordance with U.S. Army Corps of Engineers requirements for compensatory mitigation.
The estimated dollar amount for the purchase is $227,500.00, with the intended single source being EarthBalance Corporation, located in North Port, FL. The justification for the single-source acquisition is that Horse Creek Mitigation Bank, owned by EarthBalance Corporation, is currently the sole source that can provide the remaining balance of federal herbaceous credits within the Peace River Basin project area. The purchase aligns with the compensatory mitigation hierarchy, which prioritizes the use of approved wetland mitigation banks within the project's service area to satisfy mitigation needs efficiently and cost-effectively.
