About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Transportation (FDOT). The agency seeks to purchase 2.02 federal freshwater herbaceous Wetland Rapid Assessment Procedure (WRAP) mitigation bank credits for a transportation project within the Ocklawaha River Basin (HUC#03080102). The solicitation was posted on 8/7/2025 with the last day for receipt of information set for 8/28/2025, and the contract term is one (1) year. The specific commodity is classified under UNSPSC code 64141701 for Environmental Mitigation Credit.
The estimated dollar amount for this single-source acquisition is $404,000.00, with Ecosystems Land Mitigation Bank Corporation identified as the sole source provider. The justification for single-source procurement is that two previously awarded vendors do not have sufficient credit availability, and Lake Louisa Mitigation Bank (owned by Ecosystems Land Mitigation Bank Corporation) is currently the only source capable of providing the remaining balance of federal herbaceous credits within the specified project basin. The purchase is intended to offset environmental impacts from a proposed transportation project and meets the Department's mitigation needs as required by the U.S. Army Corps of Engineers.

The Department requires 2.02 federal freshwater herbaceous WRAP wetland mitigation credits to offset environmental impacts from a proposed transportation project located within the Ocklawaha River Basin (HUC #03080102), to meet the Departments mitigation needs as required by USACE. Compensatory mitigation of wetland and other surface water impacts resulting from Department transportation projects will be funded by the Department and be carried out by the use of permitted mitigation banks and any other mitigation options that satisfy state and federal requirements in a manner that promotes efficiency, timeliness in project delivery, and cost effectiveness. In order to implement mitigation options, the Department is authorized to purchase credits for current and future use directly from a mitigation bank.
Intended Single Source:
Ecosystems Land Mitigation Bank Corporation 12607 West Lake Butler Road Windermere, FL 34786-7603
Estimated Dollar Amount:
$404,000.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
In accordance with the current compensatory mitigation hierarchy as referenced in the Army Corps of Engineers 2008 Compensatory Mitigation Rule, the purchase of appropriate mitigation credits from approved wetland mitigation banks within a service area covering the proposed project impacts should be the first option to satisfy project mitigation needs. The Department previously issued invitation to bid (ITB) solicitations for the purchase of the above-referenced wetland mitigation credits. The two (2) vendors awarded contracts through the ITB process do not have the required credit availability to satisfy the total need of herbaceous credits.
Ecosystems Land Mitigation Bank Corporation, owns and operates a mitigation bank, Lake Louisa Mitigation Bank, that has the ability to provide wetland mitigation credits for projects within the Ocklawaha River Basin (HUC #03080102). Lake Louisa Mitigation Bank (EcoSystem Land Mitigation Bank Corporation) is currently the sole source that can provide the remaining balance of federal, herbaceous credits within the project basin, Ocklawaha River Basin HUC#03080102.
