About this file
This document is a Florida Department of Transportation (FDOT) Notice of Intended Decision to Enter into a Single Source Contract for a High Capacity Geosynthetic Direct Shear Machine. The agency requires this specialized equipment to perform direct shear testing on large particle soil materials used in the design of Mechanically Stabilized Earthen Walls. The current equipment utilized by the State Materials Office is limited to testing soil particles up to 2.24mm in size, while construction practices allow for the use of larger particle sizes up to 2 inches. Purchasing this high-capacity machine will enable FDOT to test materials more representative of those used in construction, potentially increasing the design friction angle and decreasing the length of geosynthetic straps required, providing cost savings. The single source vendor identified is Gilson Company, Inc. at a price of $46,000.
The justification for a single source acquisition is that this specialized piece of equipment is uniquely manufactured and sold by Gilson Company, with no available alternatives. This acquisition will primarily benefit FDOT projects within Leon County and the City of Tallahassee. The notice outlines the applicable procurement statutes and the process for filing any protests within the prescribed timeframe.

Performance and/or Design Requirements (intended use, function or application, compatibility etc.
requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):
The State Materials Office currently performs direct shear testing for materials used in the design of Mechanically Stabilized Earthen Walls (MSE Walls). The test is performed in accordance with the AASHTO and FM T-236 test methodology for soil materials. The test method requires the maximum size of the soil particles be such that the test chamber is no less than six times the maximum particle size. For the device the lab currently uses, the maximum size particle of soil able to be tested is 2.24mm. Construction allows for the use of larger particle sizes (up to 2 inches) for soil materials. In many areas of Florida, including South Florida, Limerock materials may have a significant portion (over 50%) over this particle size, requiring the test be performed on materials that do not fully constitute the full scope of material gradation used onsite and provide an ultra-conservative friction angle result. By purchasing this device, the laboratory will be able to test significantly larger particles which would be more representative of materials used in the construction of the MSE Walls. A study performed by FHWA found that testing larger particle sizes increased the friction angles by 5-6 degrees. Implementing this equipment would allow for the use of materials in MSE walls that would have failed testing at smaller particle sizes to pass with larger particle sizes (increasing the availability of backfill materials for construction). Further, if the design friction angle were increased, it would decrease the length of the geosynthetic straps used in the MSE wall construction therefore providing a cost-savings to the project.
Intended source (vendor, contractor): Gilson Company, Inc.
Price: $46,000
Justification for single source acquisition (what is necessary and unique about the product, service or source;
steps taken to confirm unavailability of competition, as appropriate): This device is manufactured and sold by the Gilson Company. There are no available alternatives to this device
