About this file

This is a Scope of Work and Specifications document for Iowa Department of Transportation (DOT) Bidding Opportunity 645-DOTRFQ-2839-2026, concerning sanitary sewer line repairs at the Donnellson Maintenance Garage. The project encompasses both interior and exterior plumbing work. Interior work includes removing and reinstalling existing grates from interior drains, cleaning and flushing drain lines into the oil-water separator (OWS), and replacing any grates damaged during removal. Exterior work involves vacuuming storm and sanitary manholes in the parking lot, jetting the storm sewer from the parking lot manhole to the OWS, disconnecting and reconnecting the OWS outlet pipe to a new sanitary sewer wye, installing approximately 600 linear feet of 6-inch PVC pipe between the sanitary manhole in the parking lot and the street sanitary manhole (removing existing 4-inch pipe), and abandoning the storm sewer manhole in place with flowable fill. Additional requirements include televising and recording all cleaned lines to confirm condition and providing unit pricing for lateral lining if needed.

The specifications detail cured-in-place pipe (CIPP) liner requirements for any necessary trenchless rehabilitation work, including materials, installation procedures, and quality assurance standards. Contractors must provide product data, manufacturer certifications, installation experience documentation, and proof of compliance with ASTM F1216 and other applicable standards. The installer must have a minimum of five years of active commercial CIPP installation experience, maintain ISO 9000 certification or equivalent, and provide a one-year warranty against faulty workmanship or materials. The document specifies design criteria for liner thickness, material properties (polyester or vinyl ester resin with minimum flexural strength of 5,000 psi), and comprehensive inspection and testing protocols. The document requires unit pricing as part of the bid and mandates complete color video documentation of all televised pipe segments delivered on a flash drive, with detailed log sheets documenting pipe conditions and any defects identified during inspection.
