About this file

This document is a Request for Information (RFI) from the Florida Department of Transportation (FDOT), District Five, Office of Traffic Operations. FDOT is seeking a contractual service to provide on-demand deployment of mobile traffic signal trailers at intersections where the existing traffic signals are malfunctioning or disabled. The vendor would be responsible for furnishing, installing, operating, and maintaining the mobile signal trailers for a minimum of 14 consecutive days per deployment. FDOT is requesting information from vendors on reasonable timeframes for mobilization and deployment, as well as feedback on previous similar contracts and preferences for optional add-ons. The RFI has an advertisement date of September 24, 2024, with responses due by October 3, 2024.

The RFI does not solicit bids or offer a contract, but rather seeks information from vendors to help FDOT balance timing requirements against quoted costs. FDOT is interested in the vendors' experiences with similar contracts, including what contractual stipulations or parameters worked well or did not work well. The RFI also asks about the vendors' preferences for optional features and the maximum number of trailers that can be supported before response time needs to increase.

REQUEST FOR INFORMATION (RFI) from the Florida Dept. of Transportation

The Department of Transportation, District Five, Office of Traffic Operations is requesting the following information from prospective vendors about the commodities and/or contractual services described below.

Description of commodities/contractual services:

FDOT is seeking a contractual service to provide on-demand deployment of mobile traffic signal trailers at intersections where the existing traffic signal(s) are malfunctioning or otherwise disabled.

The exact duration of each deployment is unknown but expected to be at least 14 consecutive days per deployment. Vendor would be responsible for furnishing, installing, operating, and maintaining mobile signal trailer for the duration of the deployment. Consistent coordination with FDOT staff is required. The length of time from deployment request to vendor installation of mobile signal trailer is expected to be no more than 4 hours, regardless of time of day. Failure to meet this requirement would result in liquidated damages assessed at $500 per day. Deficiencies in deployed mobile signal trailer(s) shall be corrected within 1 hour, or liquidated damages will be assessed at $200 per hour, up to $500 per day.

The vendor should provide the appropriate mobile signal trailer configurations to facilitate operations at a Two-way, Three-way, or Four-way approach, as needed. At FDOT’s discretion, optional elements or hardware should be available at additional cost, including CCTV, pedestrian signal, cellular modem, and hardwire connection to the existing traffic signal cabinet.

Specific Information Requested:

FDOT is requesting information from vendors of mobile traffic signal trailers to help with balancing timing requirements against quoted cost.

Is 4 hours a reasonable timeframe to mobilize and deploy signal trailers within the District Five footprint? How could this timing constraint be offset?

Do you have experience with similar contracts with other public agencies? What stipulations or parameters within those contracts worked well? What did not work well?

Do you prefer optional add-ons to a deployment, or standardized deployments?

Once on-site, how long does installation and configuration take for a standard mobile signal trailer? How long does the installation and configuration take for multiple, connected signal trailers?

What optional features require additional deployment time?

Are there a maximum number of trailers that can be supported before response time needs to increase?
