About this file

This document is an Addendum to an Invitation to Negotiate (ITN) issued by the Florida Department of Transportation (FDOT) for Cultural Resource Assessment Services. The addendum modifies the timeline, with replies now due by 2:00 PM on July 8, 2024 and a public opening scheduled for 2:30 PM the same day. The ITN outlines the proposed negotiation process, with vendors required to submit a Qualifications Questionnaire in the first step. Responses may include actual FDOT project examples, with resumes for key personnel summarized but not required in the initial submission. No specific DBE percentage requirement is noted. The ITN seeks to establish a contract for these cultural resource assessment services, though details on pricing, funding, and term length are not provided.

2. Section 25) Proposed Negotiation Process Step 1 has been modified as shown below.

25) PROPOSED NEGOTIATION PROCESS

The Department reserves the right to negotiate separately (Method “A”) or concurrently (Method “B”) with competing vendors, as set out below. The participating vendors should be cognizant of the fact that the Department, upon completion of each step, reserves the right to finalize the negotiation process at any time in the proposed process that the Department determines such selection would be in the best interest of the state. Replies should be prepared to provide a straightforward, concise description of the vendor’s ability to meet the requirements and to allow the Department to properly evaluate the vendor’s reply.

Step 1) Interested vendors must submit the following to the "Procurement Agent" identified on the cover page by date, time and location in the Timeline (See Introduction Section 2 Timeline).

-Qualifications Questionnaire - with additional sheets as needed to address and respond to all questions completely (see Special Condition 9).

3. Provides Answers to Questions received.

Question Answer

1. Regarding the Introduction vs. Company Description, could you explain to me how they differ? Is the into more like a cover letter stating our intent?

1. The introduction section can serve as a cover letter with intent, purpose, and general introduction to your company with other details not required by other sections.

2. Regarding the example Desktop Review, does it matter if the client’s name is redacted and will this document be submitted to SHPO for concurrence? I know they are not reviewing desktops at this time, but I’m uncertain if this is a requirement.

2. Please redact any client names, details, etc. from sample documents if they are not FDOT documents. As a clarification, the sample document in the questionnaire will not be submitted to SHPO, but should include all relevant details for submittal.

3. Considering the July 4th holiday, would FDOT consider a one-week extension of the July 5th due date?

3. Please see the updated Section 2 – Timeline.

4. Does the “Qualifications Questionnaire” take the place of the “Technical Proposal”, or is completion of both expected?

4. Please see updated Section 25 – Proposed Negotiation Process Step 1.

5. IF a Technical Proposal is required in addition to the Qualifications Questionnaire, can you confirm exactly what information you are requesting to be included in the Technical Proposal? For instance, it is not clear where bios/resumes of key personnel should be included in the proposal package.

5. Please see updated Section 25 – Proposed Negotiation Process Step 1.

Answers to the Qualifications Questionnaire should adhere to the limits outlined for each item.

Full resumes need not be included in the initial package, but can be briefly outlined under Qualifications Questionnaire Item II.5

6. Is there a specific DBE percentage requirement under this contract?

6. No

7. The ITN references a Technical Proposal as being required in addition to the answers to the Qualifications Questionnaire (e.g., Items 1 and 7 in the ITN Checklist; Step 1 of the Proposed Negotiation Process lists both).

Can you clarify what the Technical Proposal should include or do the responses to the Qualifications Questionnaire constitute the Technical Proposal?

7. Please see updated Section 25 – Proposed Negotiation Process Step 1.

8. Qualifications Questionnaire Items V-VIII – should these be hypothetical sample projects, or may examples from actual FDOT projects be provided if available?

8. Responses may be actual FDOT projects if available. Other client names should be redacted if non-FDOT.

9. Qualifications Questionnaire Item VI – can you confirm the example letter should be of a standard transmittal letter for a CRAS or Desktop Analysis rather than a Stipulation VII desktop analysis letter?

9. The example letter could be the standard transmittal letter for a CRAS and/or desktop or a Stipulation VII desktop analysis letter (which would contain the transmittal information, concurrence box, etc.).

10. Pg. A-6 says, “Resumes of the Principal Investigator, other supervisory personnel, and consultants, documenting their qualifications to conduct work in their stated area of expertise, must accompany the contract proposal.” Should we assume you want resumes of key staff only (i.e., not all potential supervisors)? Should key personnel resumes be appended to the Qualifications Questionnaire answers, the Technical Proposal, or does this item refer to a later step in the negotiation process? Is there a page limit for the resumes?

10. The resumes are not required as part of the Qualifications Questionnaire but can be briefly summarized under Questionnaire Item II. 5 and would identify only key staff/project personnel.

11. As answers to technical questions are expected no earlier than July 1, and in consideration of the July 4 federal holiday, would the Department consider extending the due date to July 12?

11. Please see the updated Section 2 – Timeline.
