About this file

Summary of ITB DOT-ITB-26-1352-LE

This Invitation to Bid (ITB) document issued by the Florida Department of Transportation, District One, solicits qualified vendors to provide district-wide general landscape services across five southern Florida counties: Charlotte, Collier, Glades, Hendry, and Lee. The scope of services encompasses site preparation and remediation, acquisition and installation of plant materials (trees, palms, shrubs, and groundcover), irrigation system installation and repair, tree and palm relocation or removal, and landscape establishment activities including pruning, mowing, fertilizing, weeding, and mulch replenishment. The vendor must be a Certified Landscape Contractor with a minimum of five years of active experience in landscape improvements and must employ an International Society of Arboriculture (ISA) Certified Arborist. The technical question deadline is February 9, 2026, at 2:00 PM, with bids due electronically by February 24, 2026, at 9:00 AM to D1.Purch@dot.state.fl.us. A public bid opening is scheduled for February 24, 2026, at 11:00 AM at the FDOT District One office in Bartow, Florida. No pre-bid conference will be held. The contract will be effective for an initial three-year term commencing upon execution, with a renewal option for up to three additional years contingent upon satisfactory performance and fund availability.

The compensation structure utilizes an indefinite quantity term contract with work authorized on an as-needed basis through Letters of Authorization (LOAs). Unit pricing is required for direct labor classifications (Project Manager, Landscape Supervisor, ISA Certified Arborist, OSHA-qualified line clearing personnel, licensed herbicide applicators, off-duty law enforcement officers, and laborers), plant materials across multiple species and sizes, irrigation components, miscellaneous landscape activities, and equipment rental. Payment for plant material installations is structured at 76 percent upon completion of installation and 24 percent distributed monthly during the one-year establishment period. Non-rate unit items are compensated at cost based on three competitive quotes. The budgetary ceiling is $1,500,000 for the initial contract year and $750,000 for each subsequent year, subject to annual legislative appropriation. All vendors must be registered in MyFloridaMarketplace and obtain general liability insurance with combined bodily injury limits of at least $200,000 per person and $300,000 per occurrence, plus property damage insurance of at least $200,000 per occurrence. Liquidated damages of $100 per calendar day apply for failure to meet project completion deadlines. A one percent MyFloridaMarketplace transaction fee will be deducted from all payments. Vendors must complete Scrutinized Companies Lists certifications, Drug-Free Workplace Program certifications, and E-Verify compliance acknowledgments prior to award.
