About this file
This document is an Invitation to Bid (ITB) issued by the State of Florida Department of Transportation (FDOT) for the purchase of federal freshwater herbaceous wetland mitigation credits to offset federal wetland impacts in Polk County. The ITB requires bidders to provide a valid federal wetland mitigation banking instrument (permit) and federal wetland mitigation functional credit ledger with the bid submittal. The bid is for a contract to provide the required mitigation credits, but a pending permit is not considered valid for the purposes of this ITB.
The ITB specifies that questions and responses will be posted on 12/14/2023. The contract will be awarded by FDOT's Florida's Turnpike Enterprise to qualified bidders. No additional details are provided regarding pricing terms, set asides, incumbents, funding requirements, or other salient information.

PURCHASE OF FEDERAL FRESHWATER
HERBACEOUS WETLAND MITIGATION CREDITS
TO OFFSET FEDERAL WETLAND IMPACTS RESPONSE TO QUESTIONS: GROUP NO. 1
Question 1:
I am writing in to ask if I currently have a bank in permitting which federal MBI will be issued early next year. Can I submit a bid of permit issuance is pending but expected to be issued during duration of the time the bid prices will be valid?
Response:
The ITB states the Bidder must provide a valid federal wetland mitigation banking instrument (permit) and federal wetland mitigation functional credit ledger with the bid submittal. A pending permit is not a valid permit. The permit must be issued to provide reservation letters.
