About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of State, Division of Elections, for software maintenance and support services. The procurement concerns Voter Focus, the Voter Registration and Election Management System software maintained for Florida county supervisors of elections to manage voter records at the county level and interface with the Florida Voter Registration System (FVRS). The contract term runs from January 1, 2027 through December 31, 2027. The posting was made on October 12, 2026, with a deadline for receipt of prospective vendor information by November 4, 2026. The primary contact for this procurement is Jordan Burney at the Florida Department of State, Division of Elections.

The estimated dollar amount for this single-source purchase is $48,177.00. The agency justifies the single-source acquisition based on the uniqueness of the VRA software, which was developed specifically for Florida's Division of Elections and has no comparable alternatives available from other vendors. The software's specialized design to interface with the Florida Voter Registration System makes it unavailable from other sources. The procurement has been approved by Usha Putcha (Contract Manager, Division of Elections), Amber Marconnet (Assistant Division Director, Division of Elections), Fred Heery Jr. (Director of Administration, Division of Administrative Services), and Antonio Murphy (Chief Operating Officer, Florida Department of State). Prospective vendors may submit information regarding their ability to supply the described services, and the agency will provide written notice of its final determination regarding the single-source purchase decision in accordance with Florida Administrative Code and statutes.
