About this file

This addendum document addresses vendor inquiries related to the Installation of Level 5 Ballistic Panels solicitation (DOS-RFP-25/26-108) issued by the Florida Department of State under Governor Ron DeSantis and Secretary of State Cord Byrd. The project involves the installation of ballistic panels at an unspecified state facility, with a mandatory site visit held on April 17, 2026. The addendum, issued on April 23, 2026, clarifies key project requirements and contractor responsibilities through responses to four vendor questions regarding sequencing, site plans, material specifications, and pricing structure.

The addendum establishes that the Department of State will assume responsibility for all personal and electronic equipment relocation, including computers, printers, monitors, and data management, while contractors bear responsibility for furniture removal and protection. A floorplan with priority markings will be provided by the department, and contractors must propose color and attachment methods for ballistic panels subject to departmental approval. Regarding pricing, all costs including overhead, fees, and reimbursables must be consolidated into per-unit pricing rather than presented as separate line items or guaranteed maximum price breakdowns. The solicitation requires respondents to provide material specifications and installation methodologies to meet the specified Level 5 ballistic rating.

CBI will provide a proposed schedule and sequencing of all areas affected by this project including offices that will need to be unoccupied and cleared out of all personal and state owner computers, desks, and or furniture.

Who will be resalable for moving these items and if CBI is responsible where will they need to go? CBI does not want to be responsible for any electronic equipment like computers, printers, monitors, tv’s, and or any data disconnect or reconnect.

DOS will be responsible for all personal and electronic equipment. If there is furniture that needs to be removed from the office, that will be the contractor’s responsibility. It is acceptable to have the furniture moved out of the way and covered/protected.

Can we get a floorplan with the Priority #1 starting point in which you all would like to start with, including the first Plaza level opening/room number?

A floorplan will be provided with a priority markings.

Is there a copy of the specs for the ballistic panels beyond the rating stated in the RFP? Like the color of the frame, attachment method, or approved manufacture?

Color selection will need to fit within other priority criteria

(Material lead time or specified rating). We expect the contractor to propose color and attachment method for DOS approval.

Contractor is to provide material and installation method to meet the desired rating.

Are you wanting to get all our costs broken down into one per unit price including our overhead, fee, reimbursable, and allowances? Or would you like to see a GMP with a breakdown of all costs including a unit price per window? I wouldn’t want to inflate the unit price by include things like allowances, contingency, and fee.

All costs that the Department of State will be responsible for reimbursing for shall be included into the per unit pricing.
