About this file

This document is an Addendum to a Request for Proposal (RFP) issued by the Florida Department of State (DOS) for the Florida Historical Marker Repair solicitation (DOS-RFP-24/25-003). The RFP seeks proposals for the evaluation and repair of historic markers throughout the State of Florida. The selected vendor will also develop a Florida Historical Marker Repair Manual to provide guidance on evaluating and repairing the historical markers. The addendum includes written responses to vendor questions regarding project examples, contractor payee information, proposal submission, and marker repair logistics. The original solicitation was posted on 3/20/2024, and this Addendum No. 1 was issued on 4/5/2024. The proposal due date is 4/19/2024 at 2:00 PM Eastern Time, and proposals may not be withdrawn for 180 days after the due date.

The addendum indicates that the selected vendor can repair the historical markers at its own facility and ship them to a local subcontractor for installation. The vendor will be responsible for all costs associated with the removal, shipping, and return of the markers, which must be included in the hourly rate. Section 267.074, Florida Statutes requires the DOS to maintain the official Florida State Historical Markers, and this procurement supports that requirement.

I see at the end of Attachment A the questions that need to be answered in attachments I-IV. If I remember correctly last time, I needed to submit pictures of my work. I didn't see a requirement for that this time.

In Section 3 -Proposal Submission Instructions in the Technical Response Section, Part C asks for Project Examples. The Division encourages respondents to provide photographs in response to this.

I would just need to fill out the contractor's payee column since I don't have a contract manager, correct?

Yes, you will complete the Contractor Payee’s section with your contact information.

Would it be possible to have the markers shipped to our facility to be properly sandblasted, repaired, primed and painted then reattached to the post by someone local?

We would handle all logistics by sending a carrier to pick them up and return them.

Yes, the selected vendor can repair the historical markers at its facility and ship them to a local subcontractor to install. The local subcontractor must have experience with installing markers similar to the Florida Historical Markers. The selected vendor will be responsible for all costs associated with the removal, shipping and the return of the marker. These expenses must be included in the hourly rate.
