DESCRIPTION OF SERVICE (DOS)
FOR
VEHICLE CORROSION PREVENTION AND CONTROL
SELFRIDGE AIR NATIONAL GUARD BASE, MICHIGAN (ANGB)
1. Description of Service:
Perform corrosion prevention and control measures on 17 vehicles and vehicular equipment listed in Technical Exhibit 1. Services will be performed at Contractor’s facilities. Contractor must be located within 25 miles of SANGB, MI. Vehicles that do not travel on local roadways and highways must be transported to the Contractor’s location via tractor trailer, as indicated in Technical Exhibit 1, Government employees will transport all other vehicles to the contractor’s location.
The contractor shall identify and perform corrosion prevention and control measures that restore the vehicles listed in Technical Exhibit 1 to a condition designed to; prevent significant vehicle deterioration under existing usage environments at SANGB, enhance safety, and extend vehicle service life. The measures detailed in Technical Exhibit 1 are not a definitive list of actions to be taken, only an estimate of the work that may be required.
1.2 Period of Performance (PoP). Unless otherwise coordinated with the Government POC, the contractor shall begin services upon pick up or delivery after contract award and complete NLT 31 Mar 2023.
2.0 General
2.1 Base Access/Security. The award of this contract does not create a right to access any military installation. The contractor shall appoint a single individual to coordinate base access with the Government Point of Contact (POC) for all contractor employees, subcontractor employees, and delivery drivers. Prior to access to this installation the contractor shall coordinate with the POC, no later than 10 business days prior to commencement of work. When vetted the contractor will be provided information to obtain ID cards.
2.1.1 Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays.
2.1.2 The contractor’s employees shall comply with all installation traffic, safety and security regulations. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges. All contractor employees shall carry proper identification with them at all times while on Selfridge ANGB.
| 2.2 | Physical Security. The contractor shall ensure all government equipment and materials in their possession are secured. |
| 2.3 | Safety/Environmental: The contractor shall comply with all federal and state Occupational Safety and Health Administration (OSHA) requirements and standards, technical orders, regulations, and referenced publications as published in the OSHA 29 CFR |
3.0 Government Property, Material, Equipment and Services: The Government will not provide GFP/M/E/S to the contractor.
4.0 Contractor Furnished Property, Materials, and Equipment (CFP/M/E): The contractor shall furnish everything required to perform these services as indicated in Section 1.1.
1. Requirements: The contractor shall perform the services listed below:
5.1. The contractor shall replace the corroded section of a body component with an industry standard metal using a cut and weld method, or replace the entire component. Automotive body fillers shall not be used as the primary corrosion repair action, but may be used to cosmetically prepare the repaired surface for painting.
5.2 All paints, primers and coatings shall be applied in accordance with manufacturer’s recommendations for paint, primers and coatings.
5.3 Paint shall be blended using current blending technology, and blended areas shall match surrounding painted surfaces.
5.4 The contractor shall ensure all removed and replaced hardware is corrosion protected if originally provided corrosion protection by the original equipment manufacturer.
5.5 The contractor shall ensure the vehicular equipment shows no evidence of overspray from contractor applied paint, rustproofing compound, or undercoating compound.
5.6 Vehicle scheduling shall be coordinated with the Government Point of Contact (POC). Contractor shall schedule twenty-four hours in advance of pick-up/delivery of Government vehicles.
5.7 Contractor shall coordinate with government POC return of completed vehicles. The Government will inspect all completed vehicles upon their return to SANGB. The contractor shall ensure that all deficiencies identified by the Government are corrected to satisfaction of the Government.
