About this file

This document describes a federal solicitation for soil testing equipment. The U.S. Army Engineer Research and Development Center requires various soil testing equipment to support research on levee and dam stability and warfighter mobility. Required equipment includes automated loading systems, load cells, triaxial cells, consolidation cells, direct shear testing systems, and associated software, accessories, and ancillary components. Quotes are due no later than July 29, 2022 and must be submitted via email. The award will be made to the responsible offeror providing the lowest priced quote that meets the minimum technical requirements. The procurement is set aside for small businesses and is being conducted using FAR simplified acquisition procedures for commercial items.

Description of Requirement Soil Testing Equipment for Biopolymer Soil Project

The Geotechnical and Structures Laboratory (GSL) of the U.S. Army Engineer Research and Development Center (ERDC) at Waterways Experiment Station is engaged in research regarding the stability of levees and dams and warfighter mobility. This research requires highly accurate repeatable measurement of soil properties including consolidation, shear strength, and hydraulic properties. GSL requires ability to purchase additional testing equipment when determined necessary.

The soil testing equipment required to perform the necessary testing for the biopolymer project generally consists of several key components. A loading system to apply single axis compression is the base component which is coupled with interchangeable load cells to accurately measure the applied force. A sample container is also used to house and contain the sample while also applying and maintaining hydrostatic water pressure to simulate in-site ground conditions. The fluid requires pumps, sensors, pressure, and flow valves along with either digital and/or analog control panels. Basic equipment and ancillary components required are as follows:

Base Requirement:

• Quantity 3: Automated Loading System, Includes 10K lb load frame, 10,000 lb load cell and software for unconfined compression testing

• Quantity 3: Load Cell, 2000 lb capacity

• Quantity 3: Load Cell, 500 lb capacity

• Quantity 3: 1/2 in load cell bolt

• Quantity 3: 1/2 in load cell bottom adapter - tx

• Quantity 3: Load Cell, 250 lb capacity

• Quantity 3: Load Cell, 100 lb capacity

• Quantity 3: 1/4-28 load cell piston adapter

• Quantity 3: 1/4-28 load cell bottom adapter

• Quantity 3: 3 in. triaxial cell w/ 2.8 consolidated undrained/unconsolidated undrained (CU/UU) access

• Quantity 3: 2.5 inch Constant rate of strain (CRS) consolidation cell

• Quantity 3: CRS consolidation software

• Quantity 3: Automated Flow Pump System for performing hydraulic conductivity testing, each system contains 3 flow pumps, pressure sensors, and software

• Quantity 3: Automated Direct Shear Testing System w/ 2.5 in daim. spec. rings, springs, (2) load cells, (1) deformation sensor, and software for direct/residual shear testing

Optional Equipment

There is a potential need for the following additional equipment:

• Quantity 1: Automated Loading System, Includes 10K lb load frame, 10,000 lb load cell and software for unconfined compression testing

• Quantity 1: Unconfined compression accessories

• Quantity 2: DigiShear Automated Direct Simple Shear, System w/ 2.62 in daim. Ring set, (2) load cells, (2) deformation sensors, and software for direct simple shear testing

• Quantity 2: 1.97" DSS endcaps w/recess – set

• Quantity 2: DSS 1.97 ring sets

• Quantity 1: Panel Board, standard panel - 3 position

• Quantity 1: Water Tank

All equipment must be compatible with the following government-owned equipment:

Trautwein Soil Testing Co. Direct Simple Shear Device, Sigma 1 load frames configured for consolidation testing, CRS cell, Pore pressure pump, and Unsaturated Triaxial. This must be clearly stated in the submitted quote.

Quotes must include unit pricing for all base and optional items and must include FOB shipping. Optional equipment may be ordered within 12 months of base award.

All items for the base requirement must arrive on or before 30 September 2022 to:

Engineer Research and Development Center Geotechnical and Structures Laboratory 3909 Halls Ferry Rd.

Vicksburg, MS 39180
