About this file
This document is a Description of Requirement (DOR) and Notice of Intent for a federal contract opportunity related to the procurement of a Lightweight Mobile Lidar System.
The Geospatial Research Laboratory (GRL) of the US Army Engineer Research and Development Center (ERDC) has a requirement for a lightweight mobile lidar system to support their ongoing airborne lidar research and development program. The key specifications for the system include weight less than 1.5 kg, capability to mount on a Blue sUAS 2.0 drone, vertical accuracy less than 5 cm, range up to 90 m, and specific GPS-aided INS and software requirements. ERDC GRL intends to sole source this requirement to Inertial Labs, Inc. and their RESEPI OUSTER OS1-64 product, as it is the only commercially available system that meets all the stated requirements. Interested vendors are invited to submit capability statements by August 21, 2024 for consideration, though a competitive solicitation will not be issued. Selection will be based on lowest price, technically acceptable.

Description of Requirement (DOR):
Lightweight Mobile Lidar System
REQUIREMENT
The Geospatial Research Laboratory (GRL) of the US Army Engineer Research and Development Center (ERDC) is engaged in an ongoing airborne lidar research and development program (ELS3D) to prototype and demonstrate a lidar capability from High Altitude Balloon (HAB) platforms. To accomplish this, GRL needs to procure a lightweight mobile lidar system to inform the design and aid in the prototyping of ELS3D. The commercial system to be purchased will be composed of a Lidar, GPS-Aided Inertial Navigation System, and software necessary to create accurately geolocated point clouds from a moving platform.
System Requirements (Tables 1-3: Table 1 entitled “System Requirements” provides the overall specifications we are seeking to satisfy. Table 2 entitled “GPS-Aided INS Requirements” provides the specifications needed to insure accurate geolocation. Table 3 entitled “Software Requirements” provides the specifications needed to operate the system indefinitely.
Selection Process: Technical experts at GRL will review each quote offered to GRL in response to this solicitation. To be considered, your quote must show that your product will meet and deliver all the specifications in Tables 1, 2, and 3. The vendor is requested to provide clear quotes showing that their products meet all the listed requirements to ensure the technical experts see that an offered product will meet all the required standards. Quotes that are ambiguous or are missing required information may be disqualified. Selection will be based on lowest price, technically acceptable.
