About this file

This document is a Description of Requirement (DOR) for a High-Speed Digitizer (HSD) needed by the Geospatial Research Laboratory (GRL) and the airborne LiDAR team.

The key requirements are for two separate 2-channel HSDs - one recording at 4.7 GHz and one at 1 GHz - to support the development of a high-altitude LiDAR system as part of the ELS3D project. The HSDs must have 12-bit vertical resolution, sampling rates up to 10 GS/s, 4 GB of onboard memory, and be capable of simultaneously recording all channels. They must also be compatible with Windows operating systems and have software integration capabilities with LabVIEW, Python, and MATLAB. The vendor is required to provide equipment warranty and support, and deliver the complete system to the USACE ERDC GRL facility. This DOR is associated with a Special Notice for a federal contract opportunity, Solicitation Number W9132V24R2370, issued by the Department of the Army Corps of Engineers Engineer Research and Development Center.

Description of Requirement (DOR):

High-Speed Digitizer

REQUIREMENT

The Geospatial Research Laboratory (GRL) and airborne (ABL) LiDAR team requires the capability of a 4 channel High-Speed Digitizer (HSD) to build a high-altitude LiDAR. Upon completion of market research, it was determined that it is more finically reasonable and still technically acceptable to purchase 2 seperate 2-channel HDSs, one that records high speed (4.7 GHz), and one that records slower speed (1 GHz), to satisfy the requirement. The research team members at GRL are conducting a case study to develop the requirements and specifications for which instruments are needed to support and meet the mission's goals and objectives. The HSDs must be adjustable and have the bandwidth to perform sophisticated measurements to characterize temporal light sources, measure reflectance, and analyze various collected radiations during the case study. The measurements will help design and build an instrument in a high-altitude lidar as part of the ELS3D project. The GRL must acquire the HSD and support software drivers, and accessories to perform measurements and aid the team in successfully designing the LiDAR sensor.

System Requirements (Table 1): Table 1, entitled "System Requirements," provides the key specifications the devices must satisfy.

Table 3. Other Requirements

Specifications
Performance Requirement
Windows Drivers
Drivers for Windows 7, Windows 8, Windows 10, and Windows 11 (each 32-bit and 64-bit).
Software Development Kit (SDK)
Ability to operate with any of the following third-party software products: LabVIEW, python, or MATLAB. All drivers come with detailed documentation, and working examples are included in the delivery.
GUI
The ability to control devices and view output signals. This could either be a custom tool native with the hardware or compatible with the above 3rd party software suites.
Interoperability and compatibility
The individual HDS devices much be able to be synced and trigged by the same master device.

Equipment Warranty: The vendor is requested to provide information explaining their equipment warranty and support policies to cover system problems or malfunctions inherent to the system (i.e., not caused by government use). Equipment that fails to perform as stated may need to be returned to the vendor at their cost for inspection or troubleshooting. The government expects the vendor will address equipment malfunctions inherent to the system, not malfunctions caused by government use.

Delivery Details: For shipping, be aware that we require the complete system to be shipped to USACE ERDC GRL, ATTN: Tariq Ahmido, Room 309AA, 7701 Telegraph Rd, Alexandria, VA 22315.

Invoicing: ERDC GRL requires that the vendor electronically deliver the invoice for the entire contract to the government POCs listed in the contract after ERDC GRL has received, inspected, and accepted the equipment delivery.
