About this file

This document is a Description of Requirement (DOR) for a tunable Continuous Wave (CW) laser and fiber amplifier for the Geospatial Research Laboratory (GRL) at the U.S. Army Corps of Engineers Engineer Research and Development Center. The technical requirements specify a seed laser tunable from 1529 nm to 1572 nm with a linewidth less than 25 KHz, average power tuning range of 10-16 dBm, and frequency fine tune resolution of 1 MHz, along with a fiber amplifier capable of producing 33 dBm of power at 1532.8 nm.

The procurement will follow a lowest price, technically acceptable selection process, with vendors required to provide detailed quotes demonstrating compliance with all specifications. Delivery is set for 8 weeks after order receipt, with shipping to the USACE ERDC GRL in Alexandria, VA. A 12-month basic warranty is required, and vendors must provide support for system problems or malfunctions. The delivery will be made to a military installation, and the delivery driver may need to undergo a background check for access.

Description of Requirement (DOR):

Tunable CW laser and Fiber Amplifier

REQUIREMENT

The Geospatial Research laboratory needs a tunable Continuous Wave (CW) laser that can be tuned from 1529 nm to 1560 nm and an accompanying fiber amplifier that can produce 2W (33dBm) of continuous power at 1532.8 nm. This laser’s performance needs to meet certain specifications provided in the table below. The research team at GRL conducted a gain calculation in the optical fiber to come up with these specifications and requirements for the laser.

System Requirements (Table 1): Table 1, entitled "System Requirements," provides the key specifications we seek to satisfy.

Selection Process: Technical experts at GRL will review each quote offered to GRL in response to this solicitation. To be considered, your quote must show that your product will meet and deliver all the specifications in Table 1. The vendor is requested to provide clear quotes showing that their products meet all the listed requirements to ensure the technical experts see that an offered product will meet all the required standards. Selection will be based on the lowest price, technically acceptable quote.

Equipment Warranty: The vendor is requested to provide information explaining their equipment warranty and support policies to cover system problems or malfunctions inherent to the system.

Equipment that fails to perform as described may be returned to the vendor for inspection or troubleshooting; the vendor shall address all equipment malfunctions inherent to the system that are discovered during acceptance testing and during any warranty period.

Delivery Details: For shipping, the materials will be shipped to USACE ERDC GRL, ATTN: George Mitchell 703-795-1010, 7701 Telegraph Road, Alexandria, VA 22315. Delivery required 8 weeks upon receipt of order.

The delivery POC is George Mitchell, phone 703-795-1010, email george.p.mitchell@usace.army.mil.

***PLEASE NOTE*** Delivery will be made on a military installation and delivery driver may have to have cursory background check done at the gate to gain access.

Invoicing: ERDC GRL requires that the vendor electronically deliver the invoice for the entire contract to the government POCs listed in the contract after ERDC GRL has received, inspected, and accepted the equipment delivery.
