About this file

This document contains questions and answers related to an Invitation to Negotiate (ITN) issued by the Florida Department of Revenue (DOR) for approximately 15,859 to 17,529 net usable square feet of office space in Coral Springs, Florida. The ITN outlines the requirements for the leased space, including a minimum of 100 non-exclusive parking spaces, the use of BOMA/ANSI Z65.1-1996 measurement standards, and specific furnishing and security requirements. The lease term is for 7 and 10 years, with a targeted lease start date of September 1, 2023. Liquidated damages will be enforced if the space is not ready for occupancy by this date.

The ITN addresses various questions from potential bidders, including the participation of the incumbent lessor, the impact of move costs and relocation downtime, the requirements for flood plains and contiguous space, the flexibility of renewal options, and the need for Energy Star ratings and mechanical engineering certifications. The ITN also clarifies the requirements for workstations, private offices, fire prevention inspections, and building security features.

Coral Springs ITN 730:0429 Questions

Question 1: Is the incumbent Lessor participating in this ITN?

Answer 1: If the current Lessor can meet the ITN requirements, they have a right to participate.

Question 2: If the current Lessor does participate, is there any change in the evaluation such as move cost or relocation downtime?

Answer 2: Move costs are factored into the rental rate scoring as part of the evaluation scoring.

Question 3: Is flood plain a factor in this ITN?

Answer 3: Please refer to Page 23-24 of the ITN for the ITN evaluation criteria.

Question 4: Does the square footage need to be fully contiguous on one floor or can it be a combination of two different floors?

Answer 4: Please refer to Page 23-24 of the ITN.

Question 5: Is there a formal date that you will have to go to Lease that will trigger liquidated damages?

Answer 5: The lease start date is 9/1/2023. Liquidated damages will be enforced if the space is not ready for occupancy on 9/1/2023.

Question 6: Is the 100-110 formal dedicated spots or are they non-exclusive spots?

Answer 6: Parking may be either exclusive or non-exclusive.

Question 7: Will every employee be in the office at all times?

Answer 7: Employee work schedules may vary but the parking requirements remain at a minimum of 100 parking spaces.

Question 8: Is there any flexibility on the “10/1-year renewals”? For instance, what if a Bidder desired to respond with two five (5) year renewal options?

Answer 8: No. Prospective offerors must agree to the rental terms from the ITN referenced on page 18.

Question 9: Confirming that we MUST be able to provide 100 parking spaces for this requirement yet, if we can offer additional parking above the 100 counts, the bidder will receive additional points to count towards the overall scoring?

Answer 9: DOR requires 100 non-exclusive parking spaces at a minimum. Preference will be given to those who offer 110+ spaces.

Question 10: Addendum “F”, pertaining to the EPI, do we also need to submit a formal certificate from our mechanical engineer to accompany our final bid package or is just the bidder confirming the MERV number that is appropriate for the building

Answer 10: A formal certificate is not required at the time of submission. Additional information may be requested upon award.

Question 11: If a Building does not have an Energy Star rating will they be disqualified from bidding?

Or will the Bidder have a reduced point structure in the overall point structure ratings and still be eligible to complete the bidding process?

Answer 11: An Energy Star rating is not required to participate. Buildings that have Energy Star status will be noted to the site evaluators for consideration.

Question 12: Page 17 of 48 regarding the measurement of the space, you reference BOMA/ANSI

Z65.1-1996. My question is this is a method of measurement for only the space being delivered in our test fit, correct? Or do we need to get the entire building certified that this method of measurement is used throughout the whole building? My ownership is concerned that if it is required, we get a “Certificate” of these measurements for the entire building, it could cost an additional $15-$20,000 and we will need to factor this into our bid. It is my interpretation it simply applies to the suite we are offering and not the building but please let us know.

Answer 12: The Department is only seeking confirmation of the usable square feet within their proposed leased premises.

Question 13: Confirming all 77 workstations must be of 8X8’ size with upper cabinetry

Answer 13: Yes.

Question 14: On Page 26 of 48, it states one (1) original ITN and one (1) electronic copy be submitted.

Can the electronic copy be submitted via a flash drive, or do we need to email a copy to the appropriate person?

Answer 14: Flash drive is the preferred electronic submission method. Emailed copies are not accepted.

Question 15: On Page 30 of 48, under “Fire Prevention”, it states we need to obtain a 50% completion inspection by the State Fire Marshall as required by 633.085. Do we need some sort of certification prior to the construction of the space or through the normal process of construction and permitting?

Answer 15: Yes, outside of the permitting process, the Lessor is to submit the floor plans to the Fire

State Marshall for approval as well. Attachment E outlines the State Fire Marshall process.

Question 16: On Page 37 of 48, “Each supervisor office and room shall have installed a workstation sized to the office”. I recall on our Zoom call that bidders did not have to provide furnishings for the private offices but in the ITN it appears bidders will need to install a workstation in each supervisor office. Can you please clarify as these effects our tenant improvement costs?

Answer 16: DOR will provide the furniture in the 12 offices that are required per Attachment B.

Question 17: If a building does not have “push bar release locks” leading to the outside of the building, will ownership be required to install these “push bar release locks”?

Answer 17: Per page 31 of the ITN, push bar release locks and a singular cylinder deadbolt lock is required for all doors leading outside the building.

Question 18: The first attachment, DOR Coral Springs 0374 ITN Post cover page mentions attachments “C” through “J” yet the attachments including only go through “B”, yet in the second attachment, which includes the State Lease, it does have Attachments “C” through “J”, are these the correct attachments to coincide with the original ITN? Just want to make sure I have a complete set of documents for our response.

Answer 18: Yes, these are the correct documents.
