About this file
This is a material specifications document for the City of Homestead Power System's Donnie Avocado 138kV/13.2kV Substation Project, a major electrical infrastructure procurement for a distribution substation in South Florida. The scope encompasses multiple high-voltage equipment components including a Siemens Energy Type CPV2-145-40 Circuit Switcher (138 kV, 40 kA rating), a Southern States EV-2H Series vertical break disconnect switch (138 kV), 138 kV current transformers (CTs) and potential transformers (PTs) of Type IMB specifications, a 138 kV manual disconnect switch in the EV Series, a Hitachi 13.8 kV main breaker (SDV7 Series, 2000 A outdoor vacuum type), and a 13.8 kV feeder breaker (1200 A outdoor vacuum). All equipment must comply with stringent South Florida environmental and structural requirements, including wind load certification for 175 MPH ultimate wind speeds per Florida Building Code standards (Exposure Category C, Risk Category IV), high creepage distance insulators (minimum 131 inches or 31 mm/kV) to prevent salt-fog flashovers, and corrosion-resistant hardware utilizing Grade 316 stainless steel fasteners and hot-dip galvanized steel or marine-grade aluminum construction.
Each equipment specification incorporates detailed electrical performance ratings, mechanical operating requirements, and safety features tailored to the coastal Homestead environment. Control voltages are standardized at 125 VDC for trip and close coils with 120/240 VAC single-phase auxiliary systems. The circuit switcher utilizes an SF6 gas insulation medium with independent gas manifolds and field-serviceable fill valves. All major breaker and switcher assemblies require factory acceptance testing (FAT) documentation prior to shipment, including accuracy verification, dielectric power factor testing, and partial discharge confirmation. Auxiliary switch contacts and SCADA interfacing capabilities are specified to support remote telemetry, breaker failure logic, and protection coordination within the utility's control infrastructure. The procurement emphasizes compatibility with existing utility systems and encourages participation from minority and women-owned businesses (MBE/WBE/DBE).

138kV MO Disconnect EV-2H Series (Vertical Break)
The Southern States EV-2H series is a utility-grade, heavy-duty, three-pole, group-operated Vertical Break Disconnect Switch designed for high-voltage transmission isolation.
The vertical break design is highly favored in substations because it requires minimal phase-to-phase spacing compared to a side-break switch, allowing for a tighter footprint. When the switch opens, the blade swings straight up into the air.
The standardized technical specification datasheet below is structured for direct inclusion into your Donnie or Lucy Substation IFC engineering and material procurement packages.

2. Multi-Core Configurations & Accuracy Classes Because this position will likely protect lines, busses, or transformers, you should specify a multi-core setup. For standard utility-grade protection and control, a 4-Core or 5-Core design is typically required.
· Relaying/Protection Cores (Cores 1 through 3 or 4):
· Accuracy Class: Standard C800 (or minimum C400) per IEEE C57.13. This ensures the CT does not saturate during a massive 40 kA or 63 kA short-circuit event, allowing high-speed differential and distance relays to trip correctly.
· Tappings: Fully tapped secondary winding utilizing standard Multi-Ratio (MR) configurations (e.g., 5 secondary taps providing ratios like 300:5, 400:5, 600:5, 800:5, 1200:5).
· Metering/SCADA Core (Core 4 or 5):
· Accuracy Class: 0.3 Class (or high-accuracy 0.15 Class if used at a revenue/interconnection boundary) supporting ANSI standard burdens (B-0.1 through B-1.8).
3. Mechanical & Environmental Specifications (South Florida Utility Grade) Because these units are installed in Homestead, they must be physically hardened against intense UV radiation, high humidity, corrosive coastal salt spray, and hurricane-force winds.
· Wind Load Qualification: The entire CT assembly, including the insulator body, base tank, and secondary junction box, must be engineered and certified by a Florida-licensed Professional Engineer (PE) to withstand ultimate wind loads of 175 MPH (Exposure Category C, Risk Category IV) per the Florida Building Code.
· Insulator Creepage & Clearance: * High-grade wet-process porcelain or silicone rubber composite.
· Minimum Creepage Distance: 31 mm/kV (or minimum 4,500 mm total length) to eliminate the risk of tracking and flashovers caused by coastal salt-fog build-up.
· Hermetic Sealing & Oil Preservation: The unit must be hermetically sealed with a top-mounted, positive-pressure stainless steel expansion bellows. The expansion system must completely isolate the internal oil-sand matrix from the humid Florida atmosphere to prevent moisture ingress.
· Corrosion Resistance: The primary head assembly and base tank housing must be hot-dip galvanized steel or marine-grade aluminum. All external hardware, grounding pads, and fasteners must be Grade 316 Stainless Steel.
4. Critical Accessories & Testing Requirements To ensure complete alignment with your utility infrastructure, add these exact items to the technical scope:
· Secondary Junction Box: A base-mounted, weatherproof NEMA 4X Stainless Steel terminal box. It must feature a removable bottom gland plate for conduit entry and come pre-equipped with utility-grade shorting-type terminal blocks (e.g., General Electric Type EB-27 or equivalent) so personnel can safely work on relay loops without open-circuiting the CT.
· Visual Indicators: Must include a mechanical, top-mounted gas/oil level indicator connected to the bellows system that is clearly visible from ground level.
· Factory Acceptance Testing (FAT): The manufacturer must deliver certified test results for each serialized unit prior to shipment, confirming:
· Accuracy verification across all taps (ratio and phase angle error).
· Inter-turn insulation excitation/saturation curves (volt-ampere characteristic curves).
· Dielectric Power Factor insulation testing (< 0.5%).
· Partial Discharge Verification 10 pC at 1.5 x phase-to-ground voltage).

2. Relay Protection Burden & Accuracy Classes Because these units are dedicated entirely to station bus protection (such as feeding ANSI 87B bus differential, 27 undervoltage, or 59 overvoltage relays), they do not require high-precision revenue metering cores. Instead, they should be optimized for secondary relay burdens.
· Winding 1 (Primary Protection Relaying): Accuracy class of 0.3 for standard ANSI protection burdens (W, X, Y, and Z).
· Winding 2 (Backup Protection / SCADA Telemetry): Accuracy class of 1.2 for heavy relaying burdens up to ZZ 400 VA total burden).
· Transient Response: The inductive design must guarantee a clean voltage replica down to zero residual voltage without the ferroresonance risks or phase delay dampening typical of capacitive voltage transformers (CCVTs).
3. South Florida Environmental & Structural Isolation Given the high-velocity hurricane zone and coastal atmospheric conditions of the Homestead territory, incorporate these strict material criteria:
· Wind Load Certification: The entire PT structure, its internal expansion bellows, and the supporting steel pedestal must be certified by a Florida-licensed Professional Engineer (PE) to withstand ultimate wind speeds ($Vult) of 175 MPH (Exposure Category C, Risk Category IV) per the Florida Building Code.

· Corrosion Resistance: The primary terminal pad, head assembly, and lower base tank must be constructed of hot-dip galvanized steel or marine-grade aluminum. All external hardware and fasteners must be Grade 316 Stainless Steel.
4. Hardware Accessories & Factory Verification Testing
· Secondary Terminal/Junction Box: Base-mounted, weatherproof NEMA 4X Stainless Steel enclosure with a removable bottom gland plate. It must contain integrated, clearly labeled secondary fuses or miniature circuit breakers (MCBs) to safeguard the protection circuits before they transition into the underground duct bank.
· Visual Gauges: A top-mounted, ground-visible mechanical oil level pointer linked directly to the internal expansion bellows.
· Factory Acceptance Testing (FAT): The manufacturer must perform and supply certified test logs for each unit prior to shipping:
· Accuracy verification across all secondary taps (ratio and phase angle tolerances).
· Dielectric Power Factor testing of the insulation system (< 0.5%).
· Partial Discharge Verification (< 10pC at 1.5 x phase-to-ground voltage). Power-frequency wet/dry voltage withstand checks.

· Swing-Handle Features: Heavy-duty, aluminum or galvanized steel swing handle equipped with a padlocking provision in both the fully OPEN and fully CLOSED positions.
· Mechanical Indication: Position indicator pointer must be physically integrated into the handle or gear assembly to give clear visual confirmation of the switch status from ground level.
3. Safety Grounding & Interlocking
· Operator Grounding Platform: To protect personnel from "touch and step potential" hazards during manual operation, the contractor must install a flexible tinned-copper grounding braid bonded directly from the manual handle pipe to a buried galvanized steel or copper grounding mat (swing-handle grating platform).
· Key Interlocks (Kirk Keys): The manual operator must include physical mounting brackets for mechanical key interlocks. This prevents a technician from manually opening the disconnect switch while the corresponding circuit breaker or circuit switcher is closed under load.
4. South Florida Environmental & Structural Isolation Because this manual switch will face intense UV exposure, high humidity, and hurricane-force winds in the Homestead region, include these physical criteria:
· Wind Load Certification: The entire switch assembly, jaw/hinge structures, operating pipes, and structural steel stands must be engineered and certified by a Florida-licensed Professional Engineer (PE) to withstand ultimate wind speeds (Vult) of 175 MPH (Exposure Category C, Risk Category IV) per the Florida Building Code.

2. Operating Mechanism Options (Stored-Energy vs. Magnetic) The SDV7 platform allows utilities to select between two distinct operating mechanisms depending on standard relaying philosophies. Specify your preference:
· Stored-Energy Operator (SDV7-SE): Utilizes the time-proven Siemens 3AH35-SE mechanical spring-spring stored energy operator. Tripping and closing functions are entirely mechanical-spring driven (no hydraulics).
· Magnetic-Actuator Operator (SDV7-MA): Utilizes the 3AH35-MA magnetic actuator, employing long-life rare-earth permanent magnets to supply holding and latching forces, and an electronic controller managing power capacitors to execute trip/close cycles.
· Control Voltages: Dual trip coils and close coils rated for 125 VDC (substation battery standard). Enclosure heaters, charging motors, and internal illumination must run on 120/240 VAC single-phase.
3. Substation Structural & South Florida Environmental Hardening Given the aggressive coastal salt spray and high-wind requirements of the Homestead grid layout, enforce these strict mechanical parameters:
· Wind Load Certification: The outdoor enclosure, structural adjustable legs, and anchor framing must be certified by a Florida-licensed Professional Engineer (PE) to withstand ultimate wind speeds (Vult) of 175 MPH (Exposure Category C, Risk Category IV) per the Florida Building Code.
· Corrosion-Resistant Housing: The shelter enclosure must be a weather-protected, IEEE rain-tested steel structure finished with a corrosion-resistant powder coat. All exterior hardware, hinges, brackets, and latches must be Grade 316 Stainless Steel.
· Bushing Insulation & Creepage: Dry-type wet-process porcelain or silicone polymer composite bushings. Must feature an extended creepage profile to prevent phase-to-ground flashovers caused by salt-fog humidity tracking.
· Dual Grounding Pads: Heavy-duty, stainless steel grounding pads must be factory-welded on diagonally opposite corners of the enclosure base for direct exothermic connection to the station grid.
4. Personnel Safety Option: Arc-Resistant Construction (SDV7-AR)
· Arc-Flash Qualification: Enclosure must be fully tested and certified to IEEE C37.20.7, Accessibility Type 2B.
· Performance: It must successfully contain and redirect internal arc-flash thermal energy upward away from operators on the front, sides, and rear of the unit for an arc duration of 0.5 seconds at the full rated short-circuit current, maintaining the standard footprint configuration.
5. Critical Protection & Control (P&C) Accessories
· Auxiliary Switches: Heavy-duty auxiliary block with a minimum of 8 'a' (normally open) and 8 'b' (normally closed) contacts completely wired out to terminal blocks for SCADA telemetry, breaker failure initiation (BFI), and interlocking.
· Anti-Pump Security: Must include an integrated anti-pump relay to prevent repeated close-open cycling if a continuous close signal is applied during a fault.
· Relay & Control Compartment: A spacious, separate low-voltage compartment featuring a swing-out panel for protective relay integration (e.g., SEL-351s or SEL-451), local OPEN/CLOSE control switches, visual mechanical flags, and an operations counter.
Recommended:
"The 13.8kV main circuit breaker position shall consist of an outdoor distribution vacuum circuit breaker, Siemens Type SDV7 (or approved equal), rated for 15.5 kV maximum voltage, 2000 A continuous current, and a minimum 40 kA symmetrical interrupting rating. The unit shall feature an outdoor-rated, wind-certified enclosure satisfying 175 MPH ultimate wind loads under Risk Category IV, complete with 125 VDC control coils, stainless steel external hardware, and dual ground pads."

| O - 0.3s - CO - 15s - CO (Fast-reclosing cycle essential for clearing temporary fault events like lightning strikes or tree branches) |
2. Operating Mechanism Options (Stored-Energy vs. Magnetic) For feeder distribution, utilities typically choose between a standard mechanical spring mechanism or a low-maintenance magnetic actuator depending on their protection standards:
· Stored-Energy Spring Operator: Uses a traditional dual mechanical spring-spring stored energy operator (e.g., Siemens 3AH35 system). Tripping and closing functions are completely mechanical.
· Magnetic-Actuator Operator: Uses a magnetic actuator mechanism. It replaces high-wear mechanical latches and springs with permanent rare-earth magnets and electronic capacitors to execute the open/close operations. This is highly favored for feeders because it is rated for up to 100,000 maintenance-free operations.
· Control Circuit Voltages: Dual trip coils and single close coil rated for 125 VDC (substation battery standard). Internal anti-condensation heaters, radio power supplies, and charging motors must run on 120/240 VAC single-phase.
3. Substation Structural & South Florida Environmental Hardening Given the aggressive coastal salt spray and high-wind requirements of the Homestead grid layout, enforce these strict mechanical parameters:
· Wind Load Certification: The outdoor structural enclosure, adjustable mounting legs, and anchoring plates must be certified by a Florida-licensed Professional Engineer (PE) to withstand ultimate wind speeds (Vult) of 175 MPH (Exposure Category C, Risk Category IV) per the Florida Building Code.
4. Feeder-Specific Protection & SCADA Integration Because this breaker governs a distribution feeder line rather than a main transformer, the control panel requires specific additions to handle automatic grid restoration:
· Integrated Feeder Relay: Control compartment must feature a swing-out dead-front panel pre-wired for a modern distribution relay (e.g., SEL-751 or SEL-351S Feeder Protection Relay) that handles overcurrent (50/51), sensitive earth fault (50N/51N), and automatic reclosing (79).
· Auxiliary Contacts: A minimum of an 8A / 8B auxiliary contact block fully wired to terminal blocks for remote SCADA telemetry, breaker failure initiation (BFI), and recloser lockout status.
· Radio/Modem Provision: Enclosure must include space and 24VDC/48VDC power supply distribution blocks for utility communication radios (used to communicate feeder telemetry back to the main control room or distribution management system).
Recommended:
"The 13.8kV feeder circuit breaker position shall consist of an outdoor distribution vacuum circuit breaker, Siemens SDV7 series or approved Hitachi Energy equivalent, rated for 15.5 kV maximum voltage, 1200 A continuous current, and a minimum 31.5 kA symmetrical interrupting rating. The unit shall feature an outdoor-rated, wind-certified enclosure satisfying 175 MPH ultimate wind loads under Risk Category IV, complete with a standard O-0.3s-CO-15s-CO fast reclosing duty cycle, 125 VDC control coils, and stainless steel external hardware."
