About this file

This is a Statement of Work (SOW) for emergency dive services to be performed on the USCGC Donald Horsley, a U.S. Coast Guard cutter. The vendor shall provide dive services to inspect and clean the ship's main seawater sea chests and stern tubes, and replace zinc anodes as necessary. The underlying issue prompting this requirement is growth and accumulation in the sea chests, stern tubes, and other underwater running gear that has degraded the vessel's cooling water flow and prevented the ship from operating engines at full power. The work must comply with reference standard B10014.D (Hull Inspection/Cleaning) and all applicable local, state, and federal safety and environmental regulations, as well as base access and security requirements.

The performance period is September 5-7, 2026, with working hours Monday through Friday from 0730 to 1600. The location of performance is CGC Donald Horsley at 1201 North Navigation Boulevard, Corpus Christi, Texas 78407, at the cutter's next port of call. The related solicitation (52000QR260027837) is a Request for Quotation issued by the Department of Homeland Security U.S. Coast Guard Surface Force Logistics Center under FAR Part 12 simplified acquisition procedures on a firm-fixed price basis. This is a total small business set-aside with a NAICS code of 336611 and a size standard of 1300 employees. Vendors must provide detailed cost breakdowns, product/service details, and product data sheets for technical review, with the government reserving the right to award on an all-or-none basis.
