About this file

This Statement of Need outlines NOAA's requirement to renew software maintenance support for the Domain 6 HRIT/xRIT system located at the NOAA Satellite Operations Facility in Suitland, MD. The procurement is specifically for three units of Dartcom XRIT Ingest Software, LGSUPP – Domain 6 Software Support, which provides yearly maintenance support for satellite reception software used to monitor GOES HRIT East and West broadcasts and troubleshoot incidents.

The period of performance includes a base year from January 15, 2025 to January 14, 2026, plus four one-year option periods extending through January 14, 2030. The system supports NOAA's operational re-broadcast of reduced resolution imagery through the High Rate Information Transmission (HRIT/xRIT) system, which follows international standards developed by the Coordination Group for Meteorological Satellites. The requirement includes specific IT security compliance requirements including NOAA ITSM media sanitization requirements, NIST security configurations, PIV-compliance, and IPv6 capabilities.

Statement of Need

Renewal of the Domain 6 HRIT/xRIT

C-1. Background:

The Department of Commerce (DOC), the National Oceanic and Atmospheric Administration (NOAA) and the NOAA National Environmental Satellite, Data, and Information Service (NESDIS), Officer of Satellite

Product Operations (OSPO) has an operational re-broadcast of reduced resolution imagery through High

Rate Information Transmission (HRIT/xRIT) system, located at the NOAA Satellite Operations Facility

(NSOF) in Suitland, MD. These systems are used for monitoring the Geostationary Operational

Environmental Satellite GOES HRIT East and West broadcasts, troubleshooting incidents and outages and to alert Help Desk personnel to HRIT issues in real time so that troubleshooting can begin and users can be notified.

HRIT is an international standard for data transmission that was developed by the Coordination Group for

Meteorological Satellites (CGMS) in response to a recommendation on digital meteorological satellite broadcasts. NOAA designed its HRIT system based on the CGMS standard. The HRIT/LRIT Global

Specification can be located http://www.cgms-info.org/publications/technical-publications (260 K) and a description at http://www.wmo.int/pages/prog/sat/formatsandstandards_en.php.

C-2. Objectives:

The objective of this effort is to renew the necessary software maintenance support package available to maintain HRIT monitoring operations at the SOCC and the Environmental Satellite Processing Center

(ESPC).

C-3. Scope:

This requirement is for the procurement for the following component:

Qty Mfr. Part No. Description

Option Year 4: January 15, 2029 – January 14, 2030

C-5. IT Security Requirements:

Products and services for exchange, refurbishing, or recycling of hardware must comply with NOAA IT

Security Manual (ITSM) media sanitization requirements (MP-6) and NIST SP 800-88 Revision 1. Pre-configured hardware must comply with FAR 39.101(c) regulations for adherence to the NIST SP 800-70

Rev. 4 common security configuration checklist program (https://csrc.nist.gov/pubs/sp/800/70/r4/final).

New hardware must comply with FAR 4.1302 and be capable of being configured to utilize approved, per

FAR 4.1302(b) PIV-compliant (https://www.idmanagement.gov/approved-products-list/) smart card authentication components. In addition, new hardware shall be capable of implementing Internet Protocol

Version 6 (IPv6) requirements as required by FAR part 11.002(g). Specifically, unless the agency Chief

Information Officer waives the requirement for technology using Internet Protocol, the product must comply with applicable technical capabilities defined in the USGv6 Profile (NIST Special Publication (SP) 500-

267) and the corresponding declarations of conformance defined in the USGv6 Test Program. To meet this requirement, vendors and suppliers of IP protocol technology must document their product’s support of the requested capabilities through the USGv6 test program (https://www-x.antd.nist.gov/usgv6/) using the

USGv6 Suppliers Declaration of Conformity.
