STATEMENT OF WORK
Wage Data and Survey Services for WHD-Wage Determinations
Davis-Bacon Branch
As of: 09/18/2014 C.1.
PURPOSE
The Department of Labor (DOL) Wage and Hour Division (the Division) directs and coordinates the determination of prevailing wage rates under the Davis-Bacon and related Acts and the Service Contract Act. This mandate involves a nationwide program of data collection, analysis, and research related to wage determination activities. Through its National and Regional Office network, and various contracts with agencies such as the Bureau of Labor Statistics and the U. S. Census Bureau, the Division develops data on prevailing wage rates for occupations in the construction and service industries for local areas across the country. In addition, the Division is responsible for administering some of the Nation’s most comprehensive labor laws, including the minimum wage, overtime, and child labor provisions of the Fair Labor Standards Act; the Family and Medical Leave Act; the Migrant and Seasonal Agricultural Worker Protection Act; and worker protections provided in several Temporary visa programs.
C.2.
SCOPE OF WORK
The Contractor shall review wage data submitted in response to a Davis-Bacon (DB) construction wage rate data gathering effort, determine if additional clarification is needed on the submitted information and make those needed clarification contacts with contractors in accordance with DB requirements and survey procedures, review submitted certified payrolls and determine peak week for every classification listed on the certified payroll, clarify any questionable data regarding the classification, work performed, or rate/fringe benefit, and then transfer this wage data onto WD-10 forms for entry into the Automated Survey Data System (ASDS). It is anticipated that the work involved with the wage data review will increase in conjunction with an increase in the annual number of State-wide Davis-Bacon wage rate surveys. The contractor shall also review the electronic transferred construction project information from F.W. Dodge and make appropriate edits to conform to standard DB survey procedures. To perform this work it will require the Contractor to be able to understand and apply the requirements of Davis-Bacon Act to the survey. In addition this will require the Contractor to have a strong working knowledge of the construction industry, i.e. types of construction; construction classifications and the work performed by those classifications; and methods of pay, rates of pay, and fringe benefits commonly paid in the construction industry.
The contractor shall also conduct sample surveys, provide various reports and related analyses on construction activity, and furnish the data and ADP support services necessary to provide DOL with information on local construction activity nationwide. The Contractor shall perform all work in accordance with the Statement of Work and all the other terms and conditions of the contract.
C.3 The Contractor shall perform the following six activities which are hereby known as the Basic Requirement:

a. In order to identify the universes of active construction projects for wage surveys, the Contractor shall develop and maintain a Master Project File containing all F.W. Dodge construction project initiations which are estimated by the Contractor to be active each month during the past three years through the current month of the most recent DCP electronic file.
Thus, the Contractor must be able to extract from the Master Project File all construction projects (of a specified end-use type in a specified state or part thereof) estimated to be active during any monthly reference period during the past three years. The record for each project in the Master Project File shall contain the DCP data for each project in addition to the estimated completion date.
b. The Contractor shall take steps to ensure that construction project and DB wage survey payment data contained in the ASDS are in accordance with DOL publications entitled Davis-Bacon Construction Wage Determinations Manual of Operations, April 1986 edition, Conducting Surveys for Davis-Bacon Construction Wage Determinations: Resource Book, March 1989 edition, as well as other written procedures provided by the Government to the Contractor. The two publications appear as Appendices 1 and 2 in Section J of this contract. The wage survey activities will involve clarifying wage payment and employment data submitted by construction contractors and interested parties. This clarification will require in depth knowledge of the construction industry, the different types of construction, construction classifications and the work performed by those classifications, and rates and benefits commonly paid by that industry. The Contractor shall perform these ASDS data correcting and clarifying activities for the geographic areas and for the types of construction specified by the Government. The Contractor shall perform these ASDS data clarifying activities in accordance with the Government’s priorities.
c. The Contractor shall also determine from information supplied by the Regional Office network which contractors should be selected for onsite visits by a CPA firm in accordance with established guidelines and modify the selection criteria as required by the Government.
