STANDARD FORM 30 (REV. 10-83)

2. The government brought the following to the attention of the attendees:

· Please refer to the RFP for the exact format needed for submitting proposals.

· All related procurement activities are administered by the Office of Assistant Secretary for Administration and Management (OASAM) on behalf of the Office of Job Corps.

· Proposals are to be delivered at the address indicated on the SF-33; cover of the solicitation and not to the Regional Office of Job Corps.

· Questions/Answers are listed below:

QUESTIONS
RESPONSES
1
Please clarify which OA and which CTS contracts are being combined for this RFP. It appears that there are three stand alone and one center OA contracts in Florida and five CTS contracts (one stand alone and four center contracts).
The government is unbundling all of the Florida Job Corps Center OA/CTS contracts.
2
In that this procurement involves several contract transitions, will all of the transitioning contracts transition on the same time table, i.e. all in October 2010?
No. See below for current Job Corps Center contracts with OA/CTS requirements in which the OA/CTS requirement is scheduled to transition to the new Florida OA/CTS contract:

Jacksonville JCC– October 1-31, 2010

Homestead JCC – October 1-31, 2010

Miami JCC – October 1-31, 2010

Gainesville JCC – May 1-31, 2012

3
Will additional property be transferred to the Florida OA/CTS contract from the Job Corps Centers that are providing CTS currently or should offerors submit cost for additional property required to operate the contract?
No. Offerors should adhere to the property list which was provided as an attachment to the RFP. It is a business decision of the offeror whether to submit cost for additional property deemed necessary to operate the contract.
4
Please clarify the salary range for the project director for this contract. In that this will be a rather large contract, will the salary range be equivalent to that of a Job Corps Center Director?
The ROCCO staff salary data report was provided as an attachment to the RFP
5
How will the Region develop a cost model for this contract due to the combination of numerous contracts within the state of Florida? Will a model be based upon a student to staff ratio; and if so, what is the approved ratio (e.g. 1 AC to 100 admissions arrivals and 1 CTS to 80 post center students)?
The method for development of the cost model is proprietary government information.
6
Will each center that currently has designated space for CTS allow the Florida OA/CTS contractor to occupy the space; and will the Region mandate this space remain available throughout the length of the Florida OA/CTS contract?
This is a business decision of the offeror. The arrangement for office spacing can be included in the offeror’s proposal.
7
Several items on the property list have “old” acquisition dates. Should replacement cost be budgeted (Equipment Expense)?
This is a business decision of the offeror.
8
In addition to individual staff space, modern OACTS offices should provide space for reception area, orientation/conferencing/ workshops, etc. Is there a space model for cost/BMP purposes? If not, what guidance can be provided on this?
No. This is a business decision of the offeror.
9
Is the govt. open to the use of GSA autos?
While the government is open to the use of GSA vehicles, there would have to be sufficient rationale and justification provided to support the practicality of this transportation alternative.
10
Is there a new GAP in Florida?
While GAP revision efforts are ongoing, there is not a new GAP in Florida.
11
How will automated scores be adjusted in light of full centers?
Concerns regarding automated past performance scores should be addressed with the Job Corps National Office.
