2. The government brought the following to the attention of the attendees:
· Please refer to the RFP for the exact format needed for submitting proposals.
· All related procurement activities are administered by the Office of Assistant Secretary for Administration and Management (OASAM) on behalf of the Office of Job Corps.
· Proposals are to be delivered at the address indicated on the SF-33; cover of the solicitation and not to the Regional Office of Job Corps.
Questions
1
Concurrent vocational/CTT training is applicable to the contract and it seems these types of relationships are stressed in the RFP; however, there are no designated OCT slots, just 20 ACT slots. Is the offeror to assume the 20 ACT slots also cover any OCT slots needed through concurrent training programs or regular OCT programs?
In our development of the RFP for this center, we saw a significant number of educational entities with which the new center could develop co-enrollment/concurrent relationships that would enhance the center’s ability to cultivate career tracks during and after enrollment. The ACT slots are designated for students seeking a college education per the requirements stipulated in the PRH. We want to create a program where the center is an integral part of a continuum.
2
English as a Second Language (ESL) is applicable to this contract; does the Government have an estimated number of students who might require such services?
Our estimate is 12 students.
3
Does the Government have a written agreement with St. Petersburg College, Pinellas Tech or the school district relating to delivery of any career technical programs outlined in the RFP?
No.
4
Expand on the roles of St. Petersburg College, Pinellas Tech and the school district.
The intent is for the offeror to establish a collaborative environment with educational institutions in the area to create an educational environment that augments what is already there, make Job Corps an integral part of the educational community.
5
Is there a designated period of time, such as a transition period, prior to assuming complete responsibility for the operation of the Center on July 1, 2009?
It is anticipated the transition period will be June 1 -30, 2009.
6
Does the incentive fee apply to contract year 1?
No.
7
Who is the current CTS contractor
Cornerstone Solutions, Inc. and State of Florida
8
Please clarify whether the July 1, 2009 contract start date indicated in the RFP is also the start of the transition period? If not, can we assume that there will be a 30-day transition period from June 1 – 30, 2009?
Start date of contract is July 1, 2009 and transition is June 1-30, 2009.
9
Given the fact that the Center is new, please define the supplies and equipment that the operator is expected to purchase for the start-up of the center.
Operator will be responsible for purchasing all equipment and supplies, except major kitchen equipment which is being installed by the general contractor.
10
Can we be provided with the names of those in attendance at this pre-proposal conference?
Yes – a list of attendees is included as part of this amendment.
11
With respect to the page numbering of the written proposal, please clarify whether the instructions stating that pages are to be consecutively numbered with in each section refers to each section of the Technical proposal, i.e. Outreach, CPP, CDP etc, whereby each of these sections are stand-alone and should start at page 1.
Technical proposal to be numbered consecutively 1-140. It is preferred that each section i.e. Outreach, CPP, CDP etc, be divided/tabbed.
12
It is understood that Admissions and CTS are not part of this procurement nor are they allocated evaluation points per the RFP. However, many of the questions listed in the RFP relative to Admissions and CTS are critical to center operations and the attainment of expected outcomes. Can you please clarify whether we are to provide a written response to the Admissions and CTS questions given the integration of these services into overall operations?
Offerors are not expected to provide answers to the referenced questions. Offerors may integrate how they will support OA and CTS into other areas of their proposal if they wish.
13
One of the requirements of the Staffing Resources proposal is the provision of a detailed organizational chart including OA and CTS staff. Please provide the current staffing composition for both OA and CTS so we may include them in our response.
OA and CTS are not part of this requirement. We are not requiring offerors to provide an organizational chart for these areas.
14
With respect to the offeror’s oral presentation team, is it permissible to have a 6th representative to operate any equipment used to conduct the presentation?
Yes.
15
Of the 300 youth, how many do you think will pursue a GED?
We anticipate that this will be like other centers in the state. We do not have an exact number.
16
How many would pursue a High School Diploma. ?
We anticipate that this will be like other centers in the state. We do not have an exact number.
17
How many would be considered residents of Pinellas County while they are at Job Corps for purposes of being treated as a student of Pinellas County Public schools for possible support from the public schools.
Since this is a start up situation, we have no history to go on. We will enroll students from the state of Florida first. Should recruitment numbers not materialize, we will expand our recruitment area.
18
Reference Section L.7.B.5.a.9, page 130: This section requests the provision of Liquidated Damages for placements found to be invalid, and to enter the proposed per placement amount (G7) on a diskette or CD. Since Section G.6 on page 33 of the RFP shows $750 per invalid placement, is it still necessary to provide this information to the Regional Office on a diskette or CD?
No. $750 is the amount levied against contractors for invalid placements.
19
Based upon the information provided on page 23, F.2.B. Input Schedule, the OA provider will have enough applications to arrive 40 students per month. Assuming a 3.0% WTR, it will take until December 2011, a build-up period of 27 months or 30 months from the contract start date, for the center to get to full capacity. This means the first contract year of normal full capacity operations will be the second option year. The build-up schedule has implications for staff hiring, start-up of CTT trades and all the associated cost elements. Does the Region want the offerors to propose a build-up period of 27 months for the center or does the region have an earlier anticipated full capacity date for the center that is not in the RFP?
It is expected that the center will reach capacity by the end of the first contract year.
20
Page 23, F.2.B. Input Schedule identifies July 2009 through September 2009 as the start up period. Does the Region want the costs associated with the start up period broken out separately from the costs for the build-up period which begins October 2009 or combined for the first year cost narrative?
Yes.
21
Based upon the build-up information provided, the center will produce approximately 96 SY’s during the first contract year, 269 SY’s during the second contract year and 293 SY’s during the first option year. If the center is not anticipated to operate at full capacity until the second option year, has the government taken this into consideration in preparing the cost model for the center and provided for growth of total dollars exceeding 1.4% per year even while individual cost items such as the hourly rate for the medical subcontractors or the per meal cost for food is only growing by 1.4%?
The cost model for year one of the contract reflects a full operational year.
22
Are the amounts provided on Attachment J-8, Annual Fuel and Utility Report, to be used for the first contract year utility estimate or are they based on current year estimated prices that will need to be adjusted for inflation since the contract will not start until July 2009?
J-8 reflects the estimated cost for a full operational year.
23
Please clarify whether full OBS must be reached by the end of the 2 - year base contract period, i.e. June 30, 2011, or by the end of the first contract year, i.e. June 30, 2010?
It is expected that the center will be at capacity by the end of contract year one.
24
Based on the discussion at the pre-proposal conference, it is our understanding that all equipment, with the exception of kitchen equipment, will be the responsibility of the prime contractor. Please clarify the role of the construction contractor and whether they are available for consultation in order to ensure a well-coordinated and efficient process for setting up the Center.
The construction contractor will not be involved in setting up any equipment with the exception of the kitchen equipment. Furniture and other equipment assembly will be handled by a separate contract.
25
Based on the fact that the Center will contain high tech equipment, is it anticipated that specialized expertise such as HVAC and Information Technology Technicians will be required on a full-time basis?
The government has stated its requirements in the RFP. The offerors will have to decide how to staff the center to meet the government’s requirements.
26
The second page of the National Staff Compensation Report furnished at the bidders conference, entitled “Position Titles by Pay Group”, and has numbers after the position titles for some of the positions. Are these recommendations from the Regional Office to prospective contractors about what pay groups certain positions should be placed in or do we disregard the number?
The Staff compensation report breaks the position titles down into pay groups 1 through 10. Some of the position titles within the pay groups have another number beside them. This is an indication that those position titles have sometimes been bid in that alternate pay grade.
27
Should we specify GSA vehicles needed upon contract award or will we receive a list?
Offerors should propose GSA fleet vehicle requirements and cost.
28
Given this is a new start-up center, is the 1.4% inflationary rate for year 2 expected to be applied as if year 1 is at full year’s funding?
Yes.
29
The RFP requires a Transitional Proposal, what are you looking for?
Activities associated with new center start-up requirements, including the purchasing of all equipment (exception kitchen equipment) and what staff will be on site.
30
Will the Administration Building or any other building be available upon contract award or should we secure facility/office space to begin contract activities?
The Administration Building will be completed first; however offerors should make contingency plans just in case the building is not completed for/during transition.
31
What is the equipment allocation for this contract?
The National Office of Job Corps has a matrix based on the size of the center, but no actual cost figures. This will be coordinated with the national office, regional office and contractor.
32
Who is responsible for procuring property for the contract?
The successful operator, new contractor.
33
Attachment J-10, does this form need to be completed by offeror and send to Contracting Officer by 9/24/08 to send to offeror’s clients or does the offeror need to have the form completed by the client and forwarded to the Contracting Officer by 9/24/08?
Attachment J-10 is to be completed by the offeror’s clients and forwarded to the Contracting Officer by 9/24/08 for consideration. The RFP provides detailed instructions.
