Questions

1
Reference Section L.7.B.5.a.9, Page 131: This section requests the provision of Liquated Damages for placements found to be invalid, and to enter the proposed per placement amount (G7) on a diskette or CD. Since Section G.6 on page 32 of the RFP shows $750 per invalid placement, is it still necessary to provide this information to the Regional Office on a diskette or CD?
No, offerors will not be required to propose an invalid placement amount. Section – G.6 Liquidated Damages for Placements Found to be Invalid is the correct information. The amount of $750 per placement has been established by the Office of Job Corps as indicated in Section G.6. Note- Section L.7.B.5a.9. G.7, page 131 will be deleted from the RFP.
2
Does the Government intend to construct a new male dormitory?
Yes
3
Can the Government provide a site plan which includes former/existing buildings with their associated number?
Yes we can, but we will not as it is not relevant to this RFP. A new center is being built, and a plan view of the new center is being provided.
4
In the 1st year of operations the CTT offering has a CNA program. But in the second year it is gone is this true?
As with any start-up operation, changes are expected. The regional office will solicit recommendations from the operator regarding the continuation of specific career tech offerings after the first year of operation. This CTT offering will have the same number of health occupations slots from the interim center phase to the final reconstructed center phase.
5
This would mean you would have to hire someone to train CNA the 1st year and terminate their employment the 2nd.
See answer to question 4 above.
6
In the 2nd thru the 5th year of the center operations CTT offerings of a Licensed Practical / Vocational Nurse is stated this is normally a post secondary program offered at a local community college. Is this to be set up as a center run program at the center? This not a easy program to get established from the state to allow a program to be started will it be a advanced program able to draw from the other center if it is to be a center run program? Has the state been contacted to allow this to happen? Can the program be run thru the local college under some dedicated slots to the LPN program?

It is to be set up as a center run program and not an advanced program. Offerors are free to propose alternatives methods of delivering the training should they desire. It is the government’s intent to establish a health occupations curriculum with increasing opportunities for advancement to higher levels of learning for students.

7
Are there design drawings available for the new buildings?
Some renderings have been provided as handouts at the pre-proposal conference.
8
Can the Government provide a site plan which includes former/existing buildings with their associated number?
No. The center is being built new from the ground up. The old site plan is not relevant to this requirement.
9
Has a site plan been developed as to the location of the new buildings?
A site plan will be provided.
10
Can we be provided with the names of those in attendance at this pre-proposal conference?
Yes – a list of attendees is included as part of this amendment.
11
Will the successful offeror be responsible for the purchase of equipment for the temporary buildings?
Yes
12
Have any energy saving features and energy efficient mechanical equipment been put into the re-constructed center?
Yes
13
Are contractor’s allowed to propose their own version of the GSA fleet for the center as well as the estimated phase-in of the vehicles?
Yes. This may be an option, but vehicle distribution will be based on GSA availability.
14
Is Bricklayer/Masonry an NTC taught trade?
Yes
15
The listings of Career Technical Training offerings for Contract Year 1 on page 13 shows Nursing Assistant/Home Health Aide under Health Occupations but it is not listed under Health Occupations in the table for Contract Years 2-5. Is this an error or is this offering to be eliminated after the first year of the contract?
It is to be set up as a center run program and not an advanced program. Offerors are free to propose alternatives methods of delivering the training should they desire. It is the government’s desire to establish a health occupations curriculum with increasing opportunities for advancement to higher levels of learning for students.
16
As to Health Occupations, does the Government have expectations on how the slots should be divided between the trade offerings?
Offerors are free to propose options.
17
Is the Emergency Medical Technician considered the concurrent Vocational Training Program as indicated on page 14 of the RFP? If not, what is considered the concurrent Vocational Training Program?
No. Emergency Med Tech is not necessarily considered to be a concurrent voc training program. Concurrent programs involve linkages to be developed between local educational institutions and the center with the intent being to establish reciprocal educational activities between the center and the institution.
18
The trade, Advanced Manufacturing-20 slots, is not defined in the RFP. Under the TAR listing released June 8, 2008, Advanced Manufacturing cluster consists of three training programs, Manufacturing Technology, Machining and Welding. All three of these trades are listed as 30 slot programs. Since welding is listed as a separate offering, which of the remaining training programs does Advanced Manufacturing represent? By having only 20 slots allocated to this training program an indication that it is a center specific trade? If so, what is the trade?
The trade to be offered is manufacturing technology.
19
The trade indicated as Medical Office Support is not longer identified as a DOL Job Corps offering and has been replaced with Medical Administration. Does the Government intent for Medical Office Support to be Medical Administration?
Medical office support is the name of the trade. The TAR includes medical admin, med transcriptionist, insurance claim processor, and health unit coordinator. Med admin is the basic program; the others are more specialized areas which are options for the offerors to propose, and/or consider as the center’s vocational offerings evolve.
20
Does the Government have a contract with the Mississippi Gulf Coast Community College to provide training for the 15 allocated slots? (RFP: Page 14).

No. The operator would have to establish a contract/agreement.

21
Bricklayer is not footnoted as a National Training Contractor; however, it is indicated that training will be provided by the Homebuilders Institute. Should Bricklayer be footnoted? (RFP: Page 13)

Yes. Bricklaying will be offered by an NTC.

22
The first contract year ends March 31, 2010; the increase in design capacity begins May 1, 2010. For the first month of the second contract year, April 2010, is the design capacity 68 males; 68 females for a total of 136 students as outlined for the first contract year? (RFP: Page 3,6,7)

Yes. Some flexibility will be needed on the part of the operator as we cannot exactly specify when the re-construction will be completed.

23
Does the Government expect the contractor to be fully staffed as of May 1, 2010 to operate the center as if it were operating at full design capacity of 280 students? (RFP: Page 3,6,7)

Yes. It is anticipated that the re-constructed center will be ready for occupation by June 2010, which is our best estimate at this time. This interim period between the interim/modular operation and the re-constructed center operation can be used to fill the remaining staff positions and provide training.

24
Beginning or May 1, 2010, can the Government provide the estimated design capacity for female residential students; male residential students; female non-residential students; and male non-residential for the build-up months of May 2010; June 2010; July 2010; August 2010; September 2010; October 2010; November 2010; and December 2010? (RFP: Page 6)

Given the volatility of a start-up center operation, inconsistent termination rates, and differing programmatic designs, it is expected that the student input schedule will be closely coordinated between the center operator and the OA provider to achieve a smooth OBS build-up. It is our expectation that the center will reach capacity by December 2010.

25
Is the Incentive Fee applicable to Year 1?
No
