Solicitation No. DOL1650-DEP-19-NAT-0001, Amendment 00002 Expert Witness and Enforcement-Related Compliance Assistance for the Directorate of Enforcement Programs (DEP)
1) Vendor’s Question: Section L.5.b: Requires all submission files to be in PDF format.
Please confirm PDF format is desired for the pricing sheet as well.
Government’s Response: YES.
2) Vendor’s Question: How many resumes are required per labor category listed in the pricing sheet?
Government’s Response: Of the key personnel listed, whatever labor mix you choose to propose.
3) Vendor’s Question: Item 5 of the Volume I instructions (RFP page 68) requires both
Letters of Commitment and Consulting Agreements from personnel to be assigned on the resulting contract. Several of the personnel we plan to assign are salaried employees. In lieu of a Consulting Agreement, can we simply confirm in their Letters of Commitment that they are current employees?
4) Vendor’s Question: Section L.5.c. Page Count (page 66) states that the Past Performance volume is not to exceed 10 pages excluding the Past Performance Information Sheets (and other items). However, there is no mention of Past Performance Information Sheets in
Section J, List of Documents, Exhibits and Other Attachments (page 50), and PPIS template does not appear anywhere in the solicitation package. Does the Government have a PPIS template that we should use? Or should our past performance be described in the 10 allotted pages for Volume II?
Government’s Response: Please see attachment.
5) Vendor’s Question: How many past performance project descriptions are required?
Government’s Response: 2 to 5.
6) Vendor’s Question: What is considered “relevant” past performance in terms of project end date in relation to the proposal due date?
Government’s Response: There is none.
7) Vendor’s Question: Please provide the Subcontractor Consent Form referenced in RFP
Section L.5.c. Page Count.
Government’s Response: Please disregard. This may be required after award.
8) Vendor’s Question: RFP Section L.3 identifies Shayla Battle as the CO for protests. Should
Ms. Battle also replace Miriam Holst as our point of contact for submission of questions and proposals?
Government’s Response: NO.
9) Vendor’s Question: Please confirm Shayla Battle’s email address (RFP page 65) is
Battle.Shayka.E@dol.gov and has not been misspelled.
Government’s Response: Battle.Shayla.E@dol.gov mailto:Battle.Shayka.E@dol.gov mailto:Battle.Shayla.E@dol.gov

10) Vendor’s Question: Please confirm that p. 51-62 should be labeled as Attachment A -
Wage Determination No. 2015-4281.
Government’s Response: The Government has used the Uniformed Contract Format
(UCF). The most important factor is the inclusion of the Wage Determination within the solicitation and resulting contract.
11) Vendor’s Question: P. 50 our understanding is that Attachment B is now the past performance questionnaire. Is the past performance information sheet still required as part of submission? The past performance information sheet is listed Section L on page 66, c Page
Count- table as a requirement.
Government’s Response: See the answer to question #4.
12) Vendor’s Question: Please confirm that the Letters of Commitment and Consulting
Agreements are not counted as part of the 50-page limit for Volume I.
13) Vendor’s Question: If past performance questionnaires were submitted with initial proposal, for the solicitation that was canceled, is it possible to use those previous submissions or are we required to obtain these again?
