Questions for Polycom / Jabra Solicitation:
1. Will any alternate product be considered? NO
2. You ask for 1 year and 3 year warranty for Polycom. In order to give you 3 year we will have to add their protection plan which in addition to unlimited training and tech support you get 24 hour advanced replacement of defective equipment. There normal 1 year warranty (included standard) does not give you this level of service and requires you to send in defective equipment for in warranty repair and can take 30 days or more. My question is do you want us to add the protection plan for the one year so both warranties are the same? A separate Contract Line Item is added to price out the protection plan for the 1 year warranty (SEE CLIN 0001A). As a reminder, only on of the warranty types will be awarded on the final IDIQ contract.
3. On CLIN 0008 the 9350 headset with GN1000 headset lifter do you also need a quote on the 8800-00-75 adapter cable? Our understanding is that if the 9350e headset and lifter are purchased as a kit, then the adapter cable is included. However, if they are purchased separately, then the adapter cable would be purchased separately as well (SEE CLIN 0009 & 0010 AS APPLICABLE). Bottom line is that we need all three -- headset, lifter, and adapter cable -- and would prefer the most cost effective means of procuring them (as a kit or individually). If the vendor has kits that include the 9350e headset and lifter but NOT the adapter cable, then we'll need a quote on the kit and cable.
4. Does the Polycom phones require AC power kits? The RFP is unclear and references “power cords” which are not the same as AC power kits. Most DOL sites cannot support power over Ethernet (PoE), therefore, DOL requires Polycom phones with AC power kits. The Polycom phones require the AC Power kits…PLEASE SEE CLIN 0001, 0002, 0003, AND 0004 CHANGES
5. Is the vendor required to be a “Federally Certified Vendor”? The vendor needs to be Polycom Federally Certified or their supplier needs to be Polycom Federally Certified. Please provide the name of the vendor that will actually be purchasing the supplies from Polycom so that we can verify certification. Please confirm in your quote how warranty calls will work…will DOL customer be able to reach out to Polycom direct or will DOL customer have to contact vendor, who contacts supplier, who contacts Polycom?
6. NAICS code 334210 Telephone Apparatus Manufacturing does not seem appropriate because vendors are not manufacturing phones. NAICS code 423690 Other Electronic Parts and Equipment Merchant Wholesalers in Polycom Brand Name Phones Sol. Number 64-119E-1273 was a better fit. Will DOL change the NAICS code back to 423690? DOL agrees with this and changes the NAICS back to 423690, size standard 100 employees.
7. Is there an opportunity for this solicitation to be done as an 8(a) set-aside? NO, set-aside will remain 100% Small Business Set-Aside.
8. Please confirm that the response date for the opportunity is this Friday (4/29) at 10:00 AM. Due to the immediate need of the first order post IDIQ award, the due date of 4/29/11 cannot be extended any further. However, DOL can extend the due date TIME from 10:00AM to 11:59PM EST.
9. Can DOL offer any information on the expected timing of orders? The first task order will be awarded immediately after the award of the IDIQ contract. DOL anticipates a monthly task order award schedule through the first 12-months, with the possibility of exercising the first option period. DOL anticipates the following to be included in the first task order:
A. Polycom 550: 352 EA
B. Polycom 7000: 8 EA
C. Jabra 9350e: 32 EA
D. Polycom SE 225: 27 EA
E. Jabra 9350/GN 1000: 26 EA
F. Any other needed matching accessory (ie headset adaptor) to match in volume above
10. Would DOL consider splitting the order if the pricing was more advantageous for Department of Labor? For example, would you consider awarding the Polycom equipment to one vendor and the Jabra equipment to another vendor? DOL would consider awarding two IDIQ contracts, one for each brand name, if in the best interest of the Government.
