DESIGN-BUILD SCOPE OF WORK

NEW DORMITORIES, Phase II.

ARECIBO JOB CORPS CENTER

GARROCHALES, PUERTO RICO

I. GENERAL

The work involves Design-Build Contractor services for the code update and minor design changes of a new dormitory building at the Arecibo Job Corps Center. The building has been designed by others. This scope requires the Design-Build Contractor to review and update the original design to meet current codes and regulations, delete one architectural feature from the original design and make minor changes to the mechanical specifications.

The building totals approximately 13,800 gross square feet. The project also includes miscellaneous site improvements in the form of general landscaping, drainage and connections to all utility lines. The extent of work is described in Part IV of this Scope of

Work.

II. DESIGN REQUIREMENTS/SPECIFIC INSTRUCTIONS

A. LEGALLY MANDATED STANDARDS

The Design-Build Contractor will verify that the current design remains in conformance with:

1. Code of Federal Regulations

a. Safety and Health………………………………………..OSHA CFR Part 1926.62

b. Historic Preservation (NOT APPLICABLE)

c. Design-Build Contractor Design Requirements 48CFR Part 36

d. Disability/Accessibility…………………………………………….28 CFR Part 36

The design must be in strict conformance with the Uniform Federal Accessibility

Standards (UFAS) or the American with Disability Act - Accessibility Guidelines for Buildings and Facilities (ADAAG), whichever is more stringent. The Design-

Build Contractor shall conduct a thorough research of these guidelines and, without exception, comply to the fullest extent, including those guidelines pertaining to the visually and hearing impaired.

e. Life Safety Code………………………………………………………...NFPA-101

These standards can be printed from the website at http://www.access.gpo.gov/nara/cfr/cfr-table-search.html

2. National and State Building Codes

The Design-Build Contractor shall verify that the current design remains in conformance with all applicable construction codes, ordinances, and regulations including the national building code used in the local area, laws and local ordinances.

Deviations and interpretations shall be subject to the approval of the Department of

Labor. The Design-Build Contractor shall consider whether special requirements should be included because of the geographic location, i.e. environmental, climatic, regulatory, etc..

The U.S. Department of Labor requires that all construction conform to the latest regulations of the Environmental Protection Agency (EPA), and the Occupational

Safety and Health Administration (OSHA). Where regulations of the state or local authorities are more stringent than those of the Federal Government, the former shall prevail.

All proposed construction and applicable HVAC systems or components shall be designated in conformance with the most stringent relevant guidelines of the latest edition of the following Codes and Standards:

• Applicable Local Energy Conservation Code

• ASHRA/E Standards 90.1 & 90.02

• ASHRA/E Standard 62, Ventilation for Acceptable Indoor Quality

• 10CFR435 Energy Conservation Voluntary Performance Standards for New

Buildings (mandatory for Federal Buildings)

• The applicable national/local Codes and Regulations

• Model Energy Code

All conflicts and requests for interpretation or clarification shall be submitted to the

Department of Labor.

3. Permits and Licenses

The Design-Build Contractor shall research all regulatory, permitting and licensing requirements in accordance with JCH-814 section 1.5, prepare submissions of all permit requests (“radicaciones”) to all appropriate local agencies and obtain the final permits from said agencies in a timely manner according to the project schedule.

Additionally, the Design-Build Contractor shall:

• Obtain written approval of the Department of Labor prior to submission of any plans and specifications to any state or local authority.

• Include in its cost proposal the costs of any building/occupancy permits required by the Authority having jurisdiction for projects at non-government-owned facilities.

• Include in the project’s Specifications assignations of responsibilities associated with the review and coordination required for the requisite building demolitions with the appropriate branches of the Authorities having jurisdiction in the area.

• Include, as part of the construction schedule, discreet permit line items. Permit line item durations shall reflect the statutory local agency’s permit approval/issuance turnaround times. No project delays due to local agency inactions, or inactions of any other third party, will be deemed legitimate unless those inactions impact line item activities in the construction schedule and the activities affected meet the following criteria:

o are in the project’s Critical Path, o have responsibilities assigned to third parties, and o are clearly documented as being beyond the control of the Design-

Build Contractor.

• Obtain from the local Environmental Quality Board (EQB), all appropriate permits and certifications associated with the closure of the Phase 2 septic tanks, as well as complete the closure process for the Phase 1 septic tanks. Conduct all the requisite tests and procure all requisite contaminant samplings in compliance with the EQB’s regulations in order to complete the closures of all septic tanks on both

Phases. Liaise with the Center management to transfer all final septic tank closure documentation to the Center as end users.
